How your work would contribute to our organization and the Twin Cities region :

The Business Systems Analyst I (BSA 1) or Business Systems Analyst II (BSA 2) in Service Development's System Support unit supports the technologies used by department staff to plan, analyze, schedule, and communicate fixed-route bus and rail service.

  • This position works as a member of a team of BSAs, each of whom specializes in areas such as application development and support;
  • database development and management; data flow (ETL); data analysis and reporting; hardware management; project management;

and general technology administration. This position may be assigned primary or backup responsibility over specific applications, databases, projects, or other functions.

Assignments may be fluid, depending on staff availability, individual skills, and the evolving needs of the department.

NOTE : This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

This recruitment will establish a six-month eligible list for current and future positions.

What you would do in this job

These responsibilities apply to both BSA 1 and 2 :

  • Work collaboratively with Information Services to support hardware, software, databases, and content used for planning and scheduling transit service.
  • Gather and document business requirements to support the development of applications, data sets, and technical procedures.
  • Develop and maintain small-scale applications using programming languages and development environments.
  • Support third-party applications through procurement, implementation, and disposal.
  • Maintain databases, data sets, and data flow procedures.
  • Analyze operational data sets, develop reports, and create visualizations to support service planning and scheduling.
  • Administer collaborative technologies and digital content management systems.
  • Participate in technical working groups and cross-departmental projects.
  • Serve as a liaison between Information Services and department users on the acquisition, installation, and troubleshooting of hardware and software.
  • Develop technical documentation, user instructions, workflow diagrams, and data flow diagrams.
  • Provide direct training to users in group and individual settings.
  • Perform other related duties.

Additional responsibilities of a BSA 1 :

  • Support purchasing and invoicing for technology-related items.
  • Provide clerical support for content management projects, such as organizing and indexing digital documents.
  • Provide A / V support for occasional department meetings.
  • Provide general support for office management and organization.

Additional responsibilities of a BSA 2 :

  • Lead technical working groups and cross-departmental projects.
  • Lead the design and implementation of applications, data sources, data flow processes, and other technical functions.
  • Lead technology procurements, including scope development, proposal evaluation, and project management.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of relevant work experience with database management, data analysis, application development, or content management AND completed education degree in Information Technology, Management Information Systems, Data Science, or closely related field :

BSA I :

  • High school diploma / GED with six (6) years of experience.
  • Associate's degree with four (4) years of experience.
  • Bachelor's degree or higher with two (2) years of experience.

BSA II :

  • High school diploma / GED with seven (7) years of experience.
  • Associate's degree with five (5) years of experience.
  • Bachelor's degree or higher with three (3) years of experience.

What additional skills and experience would be helpful in this job (desired qualifications) :

  • Advanced and well-rounded knowledge of the Microsoft Stack, including Windows and Office (Outlook, Word, Excel, Access, and PowerPoint).
  • Knowledge of transit-specific software products used for planning and scheduling (e.g., HASTUS, Remix).
  • Knowledge of relational databases, ETL languages, data lakes, and cloud-based data hosting.
  • Knowledge of data analysis and visualization software (e.g., R, Shiny, Power BI).
  • Knowledge of content management platforms such as SharePoint and Teams.
  • Knowledge of programming languages (e.g., C#, Java, Python, Visual Basic).
  • Knowledge of other software useful in fulfilling the job requirements (e.g., Power Automate, Power Apps, Visio, Project)
  • Experience with transit data (e.g., APC, AVL, GTFS).
  • Experience working with a diverse workforce and communities.

What knowledge, skills and abilities you should have within the first six months on the job :

  • Knowledge of the public transit industry.
  • Advanced skills in Microsoft Windows and Office (Outlook, Word, Excel, Access, and PowerPoint).
  • Skills in one or more computer programming languages.
  • Skills in database development and ETL, including proficiency with SQL.
  • Skills in business intelligence report design and implementation.
  • Skills in content management and collaborative software.
  • Ability to interpret and apply mathematics and statistical methods and procedures.
  • Ability to plan and lead projects.
  • Ability to effectively present information and respond to questions from internal and external stakeholders.
  • Ability to instruct users of all skill levels in the use of computer applications, including verbal and written instruction.
  • Ability to provide basic client services to other departments within the organization and external partners (e.g., government agencies, vendors, etc.

Requires tact, courtesy and cooperation in dealings with others.

  • Ability to read, analyze and interpret professional publications, technical procedures, government regulations, and legal contract language.
  • Ability to write reports, business correspondence and procedure manuals, both to lay and technical audiences.
  • Ability to promote an equitable, positive, and respectful work environment that values cultural diversity among all employees.

$34.11 - $55.35 Hourly

$36.87 - $59.84 Hourly

$76,689.60 - $124,467.20 Annually

What your work environment would be :

You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.
