Position Summary

Dallas College is seeking a highly motivated and experienced Associate Deputy Chief, HR Business Partner, to provide strategic HR leadership and guidance across all areas of the institution.

This role is essential for aligning HR strategies with business priorities, driving talent management initiatives, fostering employee engagement, and supporting performance management.

The Associate Deputy Chief, HR Business Partner will collaborate closely with the Chief Human Resources Officer and other HR leaders, including Compensation, Talent Management, and Learning & Development, to ensure that HR programs and policies align with college-wide strategic goals.

Required Knowledge, Skills, and Abilities

  • Comprehensive HR Expertise - Strong working knowledge of multiple HR disciplines, including compensation practices, organizational diagnosis, employee relations, and performance management, with an understanding of state and federal employment laws.
  • Strategic Communication - Ability to develop strategic, thoughtful communication plans that engage stakeholders and drive innovation and change.
  • Leadership and Collaboration - Proven ability to manage and lead effectively in a collaborative and cooperative work environment, building strong networks and relationships.
  • Influence and Strategy - Capable of influencing stakeholders to achieve outcomes through strategic and innovative thinking, and translating business objectives into people-related goals.
  • Project and Time Management - Advanced skills in prioritizing, organizing, decision-making, and managing projects and time effectively, with the ability to handle multiple initiatives simultaneously.
  • Change Management - Experience in implementing new or improving existing processes that impact organizational performance and employee satisfaction.
  • Analytical Acumen - Ability to assess operational and people metrics, analyze data, and make strategic recommendations for HR practices.
  • Confidentiality and Integrity - High level of integrity and trust, maintaining strict confidentiality.
  • Team Management - Ability to manage teams, motivate individuals, and provide constructive feedback to achieve organizational goals.
  • Problem-Solving - Skilled in proactive problem identification and resolution, with strong root-cause analysis capabilities.

Physical Requirements

Minimum Qualifications

  • Bachelor’s degree or higher in human resources, business administration, or a related field with ten (10) years of relevant experience, including experience in HR business partnering and strategic leadership roles.
  • Official transcripts required.
  • PHR / SPHR / SHRM-SCP or SHRM-CP required.
  • Must be willing to travel as needed.

Preferred Qualifications

  • Advanced degree in Human Resources or related field.
  • Bilingual or multilingual preferred.

Key Responsibilities

  • Act as a strategic partner to senior leadership, offering HR guidance in areas such as talent management, employee engagement, and performance management.
  • Develop and implement HR guidelines and programs that align with Dallas College's strategic goals.
  • Maintain and update a comprehensive talent inventory to include critical roles, high-potential talent development needs, and areas of retention risk.
  • Identify opportunities for organizational redesign to enhance leadership, structure, and operational effectiveness.
  • Collaborate with business leaders to improve staffing, scheduling, and operational productivity.
  • Partner with HR centers of excellence and business leaders to identify and implement solutions for people-related operational improvements.
  • Assist in organization-wide initiatives, such as compensation programs, talent reviews, and performance management.
  • Collaborate with employee relations consultants on investigation matters to ensure accuracy and procedural accountability.
  • Act as a strategic thought partner, advising leadership on significant initiatives and anticipating issues that may affect organizational success.
  • Work alongside operational leadership to improve systems, processes, and procedures, ensuring exceptional service delivery.
  • Provide high-level support to the Chancellor, preparing briefings and identifying solutions for potential issues impacting commitments.
  • Oversee and manage budgets in collaboration with operational functional leads.
  • Complete required professional development training hours annually.
  • Supervise 2-3 direct reports and provide them with the resources and support needed to meet organizational goals.
