Salary : Minimum Monthly Salary $5,050 / month TennCare compensation is equitable and will be based on education and experience for a qualified candidate in accordance with Department of Human Resources (DOHR) policy.

Who we are and what we do :

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview :

Long-Term Services and Supports (LTSS) is one of the largest units within TennCare with a team of highly capable staff who are committed to leading the ongoing development and operation of an innovative, sustainable, person driven LTSS system. This program allows older adults and people with disabilities and / or chronic conditions to have choice, control, and access to a full array of high-quality services and supports that assure optimal outcomes, including independence, health, and quality of life. The Assistant Director of Long-Term Care and Supports plays a key supporting role in advancing long-term care services within the Department of Quality, Accountability, and Innovation. This role will primarily focus on advancing value-based payment initiatives. Reporting to the Director, this position will support the implementation and optimization of value-based payment models, assist in quality improvement efforts, and help ensure compliance with regulatory requirements. The Assistant Director will collaborate closely with cross-functional teams and external partners to improve care delivery, reduce costs, and enhance member outcomes.

Key Responsibilities :

  • Value-Based Payment Support : Aid in the implementation and optimization of value-based payment models, focusing on improving patient outcomes, care coordination, and cost efficiency across the LTSS program and authorities.
  • Quality Improvement : Support quality improvement initiatives by gathering and analyzing data, coordinating projects, and collaborating with internal teams to enhance long-term care services.
  • Data and Reporting : Help collect, analyze, and report on key performance indicators, providing actionable insights to support decision-making and continuous improvement efforts across LTSS programs and initiatives.
  • Collaboration and Stakeholder Engagement : Work closely with Managed Care Organizations, healthcare providers, clinical teams, and external stakeholders to help drive integrated care models and foster person-centered care.
  • Training and Development : Assist in coordinating staff training and development initiatives, ensuring that team members are equipped with the tools and knowledge necessary for success in a value-based care environment.
  • Innovation and Continuous Improvement : Support the Director in promoting a culture of innovation and continuous improvement by helping to implement new practices and enhance existing services.

Minimum Qualifications :

Bachelor's degree in a related field AND 3+ years in similar role or in health care management or services; experience interpreting policy or procedural provisions for a TennCare, Medicaid, or other related health insurance organization is preferred. Experience in analyzing data and using data to drive performance and expectations. Experience with program management and / or grant management.

OR

An equivalent combination of education and work experience may be considered.

Desirable Qualifications : Master's degree in Healthcare Administration, Public Health, Social Work, or a related field.

  • Experience with program evaluation and cost containment strategies.
  • Involvement in quality improvement or policy work within the long-term care sector.
  • Working knowledge of value-based care, managed care, and healthcare payment models -Ability to work autonomously and manage responsibilities with minimal guidance and supervision.
  • 3+ years of experience in long-term care management, healthcare operations, or quality improvement, with exposure to value-based payment models.
  • Strong communication and collaboration skills, with the ability to work effectively with diverse stakeholders and adapt communication styles to various audiences.
  • Analytical skills with experience in using data to drive improvements and support decision-making.
  • Familiarity with healthcare regulations, particularly those related to long-term care and Medicaid / Medicare, and Home and Community-Based Services, with the ability to apply these regulations in a practical setting.
  • Ability to manage multiple tasks and competing priorities in a fast-paced, dynamic environment, consistently meeting deadlines with minimal supervision or follow-up.
