The incumbent in this position will provide leadership in major service delivery design and implementation in the areas of children’s mental health and children’s residential treatment in accordance with division priorities and state and federal regulations and mandates.

The duties and tasks of the incumbent at times includes taking lead responsibility for policy development and implementation of the services provided by major program areas and projects overseen and managed by the Behavioral Health Division.

The incumbent reports directly to a supervisor, and will also report on various activities, projects, and outcomes to other managers within the division or department as required.

The incumbent will be assigned duties that include policy development and implementation for statewide residential treatment initiatives, provider support services and technical assistance, and outreach and local capacity building.

  • Within these areas, the incumbent will be responsible for supporting the development of community-based behavioral health initiatives aimed at children and youth at the local and statewide level;
  • alternative quality assurance processes for dispersed community-based initiatives; information systems used to support management of community programming;

intra- and interagency coordination with programs that supplement the use of community based and state-wide mental health and children’s residential treatment.

The incumbent will be involved with short-term or long-term behavioral health reform efforts of the Behavioral Health Administration, the development and management of demonstrations of alternative delivery of mental health residential integrated treatment, local and regional outreach support, training and technical assistance to county and tribal social service agencies, public health agencies, providers, interested groups and other organizations to strengthen local capacity.

The incumbent will provide leadership and project management of the administration’s efforts to codify Minnesota’s complex Rule 2960 into statute.

This position will be responsible for working with Behavioral Health’s leadership team, legislative team, licensing, attorneys, and stakeholders to collect data and information, identify inconsistent, duplicative, and ambiguous rules and requirements and lead the process of converting and consolidating this information into comprehensive reports and presentations.

This position will provide clinical insight and knowledge of children’s mental health treatment in residential settings and serve as subject matter expert as the rule is dissected and evaluated, analyzed, and reformatted into statute that meets all state and federal requirements as well as family and community needs.

Due to the complexity of this project and the array of stakeholders, the incumbent must take a lead role in negotiating details across divisions and administrations.

This position will also be responsible for the analysis, monitoring and providing technical assistance to project participants, and must be able to provide ongoing comprehensive reports and presentations as requested.

Minimum Qualifications

Three (3) years of specialized experience in the areas of children's mental health policy and / or, children's residential treatment programs providing support and / or technical assistance.

Experience must clearly demonstrate :

Program and / or project management experience.

Knowledge and experience of county, state, and federal community policies, regulations, and laws impacting children’s behavioral health delivery systems, programs, including sources of public funding.

Familiarity with a variety of treatment models essential in evaluating current and proposed systems.

Knowledge of children's mental health services, early intervention and prevention programs and community-based resources.

Knowledge of behavioral health residentialtreatment policy and programming.

Knowledge of roles and relationships of county, tribal, state, and federal governments

Ability to understand and interpret clinical documents including psychological evaluations and assessments and evaluate efficacy of treatment and provide consultation based on findings.

Preferred Qualifications

Variety of experiences working effectively with others from different backgrounds and cultures.

Communicate effectively orally and in written form; Convey complex information clearly and concisely to ensure the intended audience understands the information and the message;

communicate professionally with a variety of individuals / groups, in person and in writing; interpret and present highly complex, technical, and statistical data in an understandable way to diverse audiences.

Review and evaluate technical reports and planning documents.

Identify and evaluate information / data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Write, edit, and organize material from diverse sources to prepare comprehensive plans.

Develop new techniques and procedures for accomplishing goals and objectives to design work plans for major studies and to direct their implementation.

Advanced degree in social work, psychology or a closely related field and preferably be licensed as a mental health professional.
