The Kansas City Public Library is a doorway to knowledge for all people in our community. The Library system consists of a central library, 9 physical branches, a digital branch, and an outreach services program serving a vibrant community of over 250,000 in Kansas City, Missouri.

In addition to providing library services to residents, the Library also serves as a resource for the 1.7 million metropolitan residents of greater Kansas City.

Reporting to the Chief Executive Officer and / or their designee, the Senior Director of Finance / CFO is a highly responsible professional who leads and oversees all financial operations of the Library in alignment with the Chief Executive Officer and the Library’s overall goals, objectives, policies, and procedures.

The Sr. Director of Finance / CFO is directly responsible for the Finance department, including all financial services, procurement, and other administrative and business functions as assigned.

The general responsibilities of this position include planning, implementation, and assessment of financial and administrative strategies, policies, and procedures which enhance the Library’s core mission.

This role works closely with the executive leadership team while serving as a partner and advisor to staff throughout the organization to ensure effective delivery of Library services and programs to the community.

Other Things You Should Know

The Sr. Director of Finance / CFO is a full-time exempt position. Starting salary $100,000 DOQ plus an attractive benefits package including paid holidays, vacation, sick & personal leave, and paid pension retirement plan.

The position is eligible for a hybrid Remote Program (two days per week) after a 6-month training period. This position is open until filled.

Job Duties and Responsibilities

Functions as Chief Financial Officer and Budget Officer for the Library, participates in all aspects of planning, budgeting and policy development and assumes authority for financial decisions as directed by Chief Executive Officer and / or their designee.

Prepares and participates in presentations to the Board of Trustees in areas of finance and budgeting.

  • Coordinates the maintenance of the Library’s financial systems, including all aspects of design, procurement and implementation;
  • assumes responsibility for coordination of all audits and the preparation of the Library’s Comprehensive Annual Financial Report;

and reviews and monitors recommendations for the expenditure of Library funds.

Oversees, monitors, and evaluates the efficiency and effectiveness of the Library’s procurement process; assesses and monitors workload, administrative and support systems, and internal reporting relationships;

identifies opportunities for improvement; and ensures compliance with board policy for all procurement and bidding processes.

  • Leads and supervises the Finance department staff and the centralized Purchasing department staff. Responsible for the management and development of the Finance team and meets regularly with staff, addresses and works to resolve concerns in a timely manner and is directly responsible for the oversight of team performance and work culture within the Finance department.
  • Helps formulate, interpret, and clearly communicate management decisions, directions, policies, and procedures to departmental staff and the public, and relays public and staff needs and suggestions to the executive leadership team.
  • Maintains and monitors major revenue-generating contracts such as the parking garage operations and other operations as needed;

ensures performance and compliance with terms; prepares and submits report and program evaluations; and ensures timeliness of renewal.

Performs detailed financial analysis, including related to economic development projects seeking tax incentives from the Library.

In cooperation with the Chief Executive Officer and / or their designee, serves to represent the Library and other taxing jurisdictions on the Kansas City TIF Commission and with other tax incentive organizations to promote economic development decisions that have a positive long-term impact on funding while actively working to mitigate immediate or short-term negative impact on taxing jurisdictions.

  • Represents the Library in professional and educational associations at the local, state, and national level; maintains and nurtures professional relationships, both internal to the organization and external as a partner.
  • Performs other related work and undertakes special projects as assigned.

Job Requirements

  • Considerable knowledge of financial and business principles and practices; and the ability to apply this knowledge in the library setting.
  • Demonstrated leadership ability, team management, and interpersonal skills.
  • Strong analytical and problem-solving skills, along with attention to detail.
  • Strong communication skills (written and verbal).
  • Considerable knowledge of computer technology and its utilization in business operations.
  • Ability to analyze development projects, business issues, and managerial problems and recommend solutions.
  • Ability to navigate public funding and bond financing ensuring supporting compliance and reporting.
  • Previous experience assisting supervisors develop budgets and experience managing endowments preferred.
  • Ability to maintain effective internal and external work relationships and good public relations.

Required Education and Experience :

Bachelor’s degree from an accredited college or university in accounting, finance, public or business administration or a closely related field.

Master’s degree is preferred.

Five years of senior level leadership and ten years professional accounting or fund / governmental accounting experience with an emphasis in financial, administrative and / or technological areas of an equivalent education and / or experience is preferred.

CPA or other relevant qualification is preferred.
