Statement of Duties
Under limited supervision, performs a variety of public health regulation and prevention activities protecting the public health in the City of Danbury related to on-site sewage facilities, food services, salon and body care regulations, wetland regulations, day care regulations and general environmental health concerns.
Responsibilities
- Directs and evaluates staff responsible for enforcing sanitation and licensing requirements through scheduled inspections and complaint investigations of licensed food establishments, day cares, pools, spas, salons, body-care facilities, housing, and other facilities as required by the Connecticut Public Health Code and local ordinances.
- Prepares and authorizes work schedules and prioritizes work assignments, ensuring staff allocation meets the operational needs of the Environmental Health Section.
- Monitors day to day work activities and assignments, coordinating with the Associate Director to respond to emergencies, inspection or complaint priorities and other work situations requiring a rapid and effective response by staff.
- Responds to and directs investigations of food-borne illnesses and sources of contamination in establishments involved in catastrophic occurrences.
- Establishes and enforces quality standards for the conduct of inspections and the issuance of violations for Public Health Code violations.
- Monitors and reviews work performance and productivity of Environmental Health Program staff, administers disciplinary actions as required, and conducts informal performance evaluations.
- Works with the Director in developing performance measures for the Environmental Health Program, monitors adherence to established goals and objectives, and prepares management reports.
- Monitors the progress of violation cases under administrative hearing proceedings and ensures enforcement of resulting rulings.
- Oversees the development and implementation of employee training and staff development programs, and conducts training seminars on sanitary procedures and issues.
- Conducts site evaluations / inspections of property to assure that development complies with state and local regulations.
- Conducts field inspections and interacts with citizens, property and business owners, and contractors to resolve questions and / or problems.
- Is assigned special projects or tasks that require above average knowledge of rules and procedures. Reviews planning material for proprietary and non-standard on-site sewage facilities.
Communicates with designers regarding deficiencies in planning material.
- Conducts site evaluations for proposed developments to establish construction and design requirements. Meets with property owners, contractors, sanitarians, and engineers to advise and assist them with plan development.
- Samples surface water, ground water, soil, and in some cases foods, for possible bacterial or pollutant contamination.
- Investigates nuisance complaints and takes appropriate actions to attain compliance.
- Conducts food handling classes to advance food-borne illness awareness.
- Responsible for training of assigned Environmental Health Program staff.
- Assures that the Environmental Health Program staff are exposed to all necessary information required to obtain and maintain all professional licenses and perform all facets of their duties.
- Any other duties as assigned that will assist in the successful completion of the Department’s objectives and goals.
- Serve as the Acting Director of Health in the absence of the Director of Health and Human Services.
Required Knowledge :
- Professional knowledge of the Department of Health & Human Services’ regulations, policies, and procedures.
- Professional knowledge of federal, state, and local laws related to flood control, sewage, food service, vector control, and sanitation.
- Professional knowledge of official state and local boundary maps.
- General knowledge of general public administration principles and practices regarding employee supervision and training.
Required Skill :
- Professional skill in overseeing and performing environmental health inspections.
- Professional skill in reviewing engineering plans.
- Exceptional skill in establishing and maintaining effective working relationships with supervisors, co-workers, vendors, outside agencies, and the public.
- General skill in supervising employees.
- General skill in reading, understanding, and interpreting federal, state, and local laws related to environmental health.
Required Education and / or Experience :
Must possess a Masters of Public Health degree or a related field and ten (10) or more years prior related work experience in public health services or a related field.
Must possess supervisory experience.
Required Qualifications :
- Must possess a Certification in Phase I & II Connecticut Sub-surface Sewage Disposal
- Must possess a Connecticut Certified Food Inspector
- Must possess a Certification as a Food Inspection Training Officer
- Must possess experience as an Associate Director in Environmental Health
- Must possess a Valid State of Connecticut driver's license

1. Application Review
The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position.
The Commission will review all the applications for the position during their bi-weekly meetings following the closing date of the position.
If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process.
If the Commission does not accept an application, the applicant will also be notified in writing.
2. Testing
Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process.
Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts :

It is the applicant’s responsibility to adhere to the City’s testing schedule . Unless otherwise stated, there will be no make-up examinations or alternative examination dates.
If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

3. The Eligibility List
A passing average score of 70 on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable seniority points awarded.
The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.
If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.
Participation in the testing and recruitment process and / or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.
4. Additional Testing Requirements
Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials.
As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
