YOU DO NOT ACQUIRE A COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION. The Personal Services Contractor (PSC) position is located in the Bureau of Overseas Buildings Operations;

Program Development, Coordination, and Security Directorate; Office of Special Projects Coordination; and is assigned to the Security Management Unit (OBO / PDCS / SPC).

Major Duties : The contractor provides expert advice on all aspects of security for the shipping logistics and container security elements of the SPC program up to the Top-Secret level, as well as physical, daily on-site oversight of the SPC Consolidated Receiving Point (CRP) warehouse, which is located at a remote location not within commuting distance of the Washington metropolitan area.

At the CRP facility, the incumbent is responsible for the Transit Security / Container Certification program and serves as both the facility’s Unit Security Officer (USO) and as the Contracting Officer’s Government Technical Representative (GTR) for the contract award for the construction of the Hanoi New Embassy Compound and future SPC projects.

Principal Duties and Responsibilities Duty 1 : Transit Security / Container Certification Program

  • Provides expert government oversight, advice, and guidance to the construction contractor for their activities of the warehousing and secure shipping procedures based at the CRP.
  • Provides expert advice on new developments and advances in security techniques; recommends methods for enhancing efficiency of security systems through modifications and applications of evolving technology.
  • Makes expert recommendations concerning overall plans and proposals for major Departmental and interagency security projects.
  • Implements strategic-level guidance in applicable standards, guidelines, or policies for major security projects. Duty 2 : Unit Security Officer Maintains an active security training and orientation program to impress upon each of the construction contractor’s employees with an individual responsibility for exercising vigilance and care in complying with the provisions of the security regulations.
  • Implements and maintains the OBO-mandated security program and closing-hours security check.
  • Records and safeguards combinations and changes door and safe combinations as required.
  • Cooperates with SPC / SM to facilitate the investigative process of security incidents, if asked. Duty 3 : Government Technical Representative FLSA-Exempt (20%)
  • Assists the Contracting Officer's Representative (COR) in monitoring a contractor's performance regarding construction of new and future SPC projects.
  • Addresses the full range of security and logistics matters related to the construction of new and future SPC projects up to the Top-Secret and associated special access programs.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

Qualifications : Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following : Experience in leading a team in the design, construction and certification of classified rooms for the processing and discussion of classified information in addition to Secure Video Teleconferencing.

Experience in interpreting and implementing the National Industrial Security Operating Manual (NISPOM), NISPOM supplemental, intelligence community directives on physical security, and executive orders.

Experience in developing and providing security briefings to a variety of contractor, management and executive personnel.

Experience in analyzing complex classified contracts, statements of work and identifying the level of security requirements based on the work to be performed.
