Description :
Position Summary : The New York City Public Schools (NYCPS) system is the largest in the country, composed of close to one million students and 75,000+ teachers in over 1,800+ schools.
The Division of Enterprise Purchasing (DEP) oversees the administration of central purchasing throughout the NYCPS. Under the direction of the Executive Director of Enterprise Purchasing, this role will manage and maintain contracts, purchasing and inventory.
This role will also assist the Executive Director in ensuring that DEP needs are in alignment with contracts and procurement policies / procedures.
The incumbent will assist enterprise purchasing review during peak periods. Performs related work.
Reports to : Executive Director, Enterprise Purchasing

Key Relationships : Division of Budget Operations and Review, Division of Contracts and Purchasing, Division of Financial Operations, Office of the Auditor General, Division of Information and Instructional Technology, Division of School Leadership, Operations staff and Contract Managers system wide.
Responsibilities
Contract Management :
- Manages and coordinates the development, registration and execution of select contracts; monitors and evaluates services through to completion.
- Ensures that all contracts follow NYCPS standard operating procedures and adhere to all legal requirements.
- Communicates with vendors regarding purchasing needs and requirements. Acts as a resource to resolve issues related to procurement / purchasing, contracts and payments;
escalates relevant information as needed.
Purchasing Operations :
- Assists with budget and procurement needs for the Office.
- Advises and debriefs the Executive Director, Enterprise Purchasing, on purchasing trends, contract structures and collaborates on managing necessary implications when teams or divisions reorganize.
- Collaborates with enterprise purchasing during peak periods to support purchasing review and approvals.
- Assists with UAT for purchasing system updates.
- Assists in developing the financial calendar, year end lapse criteria and operations communications, as needed.
Project Management :
- Develops resources and materials to support effective communication within and across the Department.
- Manages processes implemented to streamline work, minimize inefficiencies, and to optimize compliance and productivity in divisional operational work.
- Assists in the implementation of policies and related timelines.
- Performs other special projects and other related task as assigned.
- Assists in supervision of summer interns, as needed.
Qualification Requirements :
Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research;
management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and / or institution(s); or
A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.
Preferred
- Ability to think strategically and translate insights into action.
- Strong project management skills and leadership experience.
- Knowledge of NYCPS financial systems, e.g., FAMIS, Galaxy, CTS and Cognos.
- Excellent spoken and written communication skills; ability to organize facts and present information and figures in a clear, concise and logical manner.
- Strong attention to detail and extremely well-organized; aptitude for working with technology, databases and internet applications.
- Analytical thinker with experience in situational problem-solving; ability to prioritize and follow up.
- Ability to work under pressure and navigate an extremely high-paced environment with projects under tight and changing deadlines.
- Ability to learn quickly and continuously and be responsive to constructive feedback.
- Excellent interpersonal skills in working with education and non-education personnel, internal and external to the NYCPS.
- Ability to work independently as well as part of a team.
- Flexible, optimistic approach committed to overcoming obstacles.
- Self-starter with an entrepreneurial spirit.
- Knowledge of NYCPS policies and procedures; ability to interpret and apply policies effectively.
- Strong proficiency in Microsoft Word, Excel, PowerPoint.
Salary : $103,446 - $106,800
Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
