The Engineering Division of the Public Works Department is seeking an Engineering Project Manager to join the capital group.

The Engineering Division is a group of 20 staff who work closely together to support planning and project delivery for multi-modal transportation and utility projects, providing high-quality customer service for the community.

The capital group is working on a host of projects ranging from sustainable transportation implementation aimed at reducing the Island’s carbon emissions by 90% in the next 20 years through projects such as trail and non-motorized facility planning and construction, to large-scale utility upgrades including the replacement of the City’s water tank reservoir to improve the Winslow water system pressures and resiliency.

The ideal candidate :

  • Has construction and project manager experience;
  • Is comfortable communicating with various stakeholders, supporting their individual projects and the team as a whole;
  • Is willing to be flexible and nimble in their daily tasks.

This position offers field opportunities to observe, inspect and direct projects under construction, and learn from the Department’s experienced team of operations, maintenance, engineering and other technical staff, as well as be a community engagement specialist for City infrastructure planning projects.

The Engineering Project Manager independently performs highly responsible administrative and paraprofessional engineering work involving various public works capital projects or programs.

Work includes, but is not limited to, public works project and program development, implementation and administration throughout the department's core business services, including water, wastewater, storm and surface water, facilities, parks, open space and streets.

Manages project design and construction elements with user groups, other affected City departments, non-city agencies and the public;

meets with City personnel to ensure needs are being met by proposed designs and specifications.

Participates in pre-development plan submittal conferences and oversees development and review of engineering plans and specifications for approved capital projects;

coordinates the work of engineering design consultants working for the City and verifies compliance with standard specifications.

Performs construction project management work including administration of construction contracts; attends project review meetings and coordinates construction inspection activities;

monitors project schedules and achievement of milestones; reviews invoices and recommends approval of progress payments.

Develops requests for proposals or qualifications and evaluation criteria for selecting consultants and construction contractors;

reviews and evaluates proposals / bids; makes recommendations on persons or firms to be selected.

  • Coordinates the preparation of program reviews and periodic updates of comprehensive plans for various public infrastructure systems.
  • Assists in or responsible for obtaining environmental permits for capital projects and otherwise monitor for compliance with federal, state and local regulations.
  • Controls project costs; monitors budgets and payments to consultants and contractors; establishes anticipated cash flow for larger projects.
  • Interfaces with other public entities and utility organizations to plan and coordinate City capital project work; responds to inquiries from the public, contractors and City staff relative specific projects and programs.
  • Researches and prepares technical and administrative written and verbal reports, updates and project and program status to management, council, citizens, regulatory agencies and other interested parties.
  • Assists with GIS-related projects (mapping and databases), as assigned.
  • Maintains engineering library and infrastructure records.
  • Maintains timely and regular attendance.
  • Other duties as assigned.
  • A bachelor's degree in construction management or civil engineering and three years of progressively responsible engineering and project management experience;

OR any combination of experience, education and training that would provide the level of knowledge and ability required.

Knowledge of :

  • Principles and practices of civil engineering.
  • Methods and techniques used for planning and engineering studies, project design, construction and project coordination.
  • Principles and procedures of preparing and reading construction drawings, specifications, estimates for public works projects.
  • Principles and practices common to administration of public works construction and maintenance contracts.
  • Methods and techniques of field data collection, tabulation, and analysis.
  • Federal, State, and local regulatory requirements, including applicable codes, ordinances, regulations, and guidelines.
  • Principles of grant funding application and administration.
  • Basic computer skills and familiarity with Microsoft Word, Excel, and Outlook software.
  • Correct English usage, grammar, spelling, punctuation and vocabulary.
  • Interpersonal skills using tact, patience and courtesy.
  • Project budget management and scheduling.
  • City organization, operations, policies and procedures.

Ability to :

  • Quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in difficult situations.
  • Research, analyze, understand and implement technical data, including preparation of accurate drawings, specifications and cost estimates, and accurately interpreting complex written materials such as blueprints and specifications.
  • Develop complex bid specifications and contract documents.
  • Prepare simple working drawings, specifications, as-built drawings and graphic presentations.
  • Understand and interpret blueprints, plans, technical specifications and code requirements.
  • Identify design and construction errors and concerns and recommend solutions.
  • Maintain current knowledge of technological advances in the field.
  • Work independently or as a team member and to meet required schedules and deadlines in a timely, efficient, effective manner.
  • Prepare complete and accurate reports.
  • Prioritize, organize, and plan work effectively despite interruptions.
  • Operate and have a general working knowledge of personal computers, telephone communications equipment and other standard office devices.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements

  • Valid Washington State driver's license is required.
  • Ability to obtain a Certified Erosion and Sediment Control Lead (CESCL) certificate within one year of employment.
  • Ability to obtain a valid Washington State Traffic Control Flagger's certificate within one year of employment.
  • Successful completion of a pre-employment background check is required.

Telecommuting / Residence

Some positions, including the Engineering Project Manager, are eligible for a hybrid schedule (in-office and telecommuting), depending on the operational needs of the organization and department.

Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.

Working Conditions

The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to work interruptions.

Noise level is moderate. The position requires outdoor work which includes driving a vehicle. The outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions.

Personal protective equipment will be provided as needed. Attendance at meetings before or after regular work hours is required.

Physical Requirements

Continuous repetitive arm / hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment.

The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.

Additional Salary Details

The salary range for this position is $7558-$9479 per month. The hiring range is $7558-$8464 per month. Step increases are attained annually based on satisfactory performance.
