Position Summary

Under the supervision of the Director of Diversity Recruitment and Retention, the Recruitment and Retention Specialist will be responsible for delivering all facets of recruiting success throughout Seattle Colleges District (SCD).

Responsible for the full talent acquisition cycle and will work closely with the search committees, hiring authorities, and HR Business Partners (HRBP) advising best practices and providing support for all recruitment needs.

The role is the subject matter expert on the technical activities involved in the search process including but not limited to : job posting, candidate screening, interview question formulation, and all other search and interview processes in alignment with the SCD mission and values.

The role plans, develops and implements creative and pro-active recruitment and staffing strategies with special emphasis on attracting well-qualified and diverse applicant pools, timeliness, and cost effectiveness.

This role consults with hiring managers on all aspects of talent acquisition from recruitment strategy, candidate selection, to recommendations.

Serve as a skilled, experienced, human resource consultant performing professional, human resource duties. Responsible for resolving complex or difficult human resource issues;

prioritizing and managing issues within designated area of responsibility. Plans and carries out work independently and with minimum supervision, utilizing knowledge of laws, policies and regulations.

This role maintains and ensures a confidential environment at all times.

What you will be working on :

Recruitment and Outreach

  • Develop and implement innovative sourcing strategies and measures to attract and develop diverse pools of applicants for current and future openings.
  • Participate in career fairs, and recruitment events.
  • Manage recruitment processes. Work with departments to prepare and / or revise job postings to identify position requirements for posting;

review position management, verify approvals, post positions, conduct screening, certify and close recruitments upon completion of selection process.

Refer to HRBPs for guidance on complex and non-routine recruitment standards.

Review of job descriptions including duties, qualifications, and skills to create appropriate recruitment strategies to ensure a diverse applicant pool.

Answer inquiries from management, employees and applicants on recruitment processes and procedures. Assist in the collection, verification, analysis and reporting of human resource information.

Post and review written job advertising in various media.

  • Develop collaborative partnerships with public agencies and private organizations.
  • Develop and maintain marketing materials for outreach.
  • Develop and maintain effective working relationships with hiring authorities and search committees. Provide training to managers and supervisors on the candidate review and interviewprocesses, procedures and legal requirements with an emphasis on equity, diversity, and inclusion.
  • Serve as point of contact and coordinator for online recruitment processes for employees.
  • Develop and maintain an understanding of the SCD talent needs and utilize strategies to decrease time to fill / hire.
  • Act as designated application tracking system (ATS) expert - Development, implementation, and maintenance of ATS system.

Identify areas of opportunity to improve existing ATS system processes, functionality, and workflow, and maximize technological capabilities to reduce manual processes and to improve data management and efficiency.

Maintain and develop custom reports to meet the requirements of HR management and staff. Ensure accuracy and completeness of data and various support tools.

Train and provide troubleshooting tips to other HR members on features and functionality of ATS systems and applications as needed.

  • Develop and execute strategies to effectively manage the candidate relationship throughout the search process.
  • Manage and drive the structured interview process to ensure consistency across search committees.
  • Develop and / or provide training on relevant aspects of the search process for all assigned search committees.
  • As directed, review and screen applications and refer applicants to screening committee and hiring manager. Identify and contact qualified candidates for specified job openings if needed.
  • Stay abreast of current developments and trends in the recruiting and talent acquisition field.
  • Monitor and ensure compliance with the College, State and Federal regulations in all recruitment functions. Utilize EEO / AA regulations in recruitment processes.

Interpret regulations and provide guidance to department and college HR representatives on relevant regulations.

  • Ensure effective recruiting records retention in alignment with State and Federal law internal.
  • Coordinate and oversee the daily administration of the Seattle Colleges Background Check (BGC) program. Train, assign and provide expertise in preparing and submitting BGC information, department and applicant communications and interpreting BGC results.

Ensure College compliance with appropriate rules and regulations including : SCD policies and procedures, RCW 43.43.830-836 and the Fair Credit Reporting Act (FCRA).

Assist with the creation and implementation of BGC policies and procedures.

Onboarding

  • Interface and partner with HR staff for effective onboarding process for new employees.
  • Partner with HR staff to effectively communicate On-boarding procedures, details, and status to candidates and hiring managers.

Employee Retention

  • Collaborates with diverse cross-functional teams to identify and implement regular enhancements to retention programs as part of continuous improvement efforts to drive organizational excellence.
  • Coordinate key employee retention programs, which may include performance management and employee recognition programs.
  • Consult with leadership to develop and implement new initiatives and programs aimed at ensuring a positive employee experience in support of SCD s talent strategy.
  • Create and deploy audience specific communication and education on retention programs to promote positive outcomes.
  • Use data to identify and analyze operational challenges related to the employee base and to develop retention solutions consistent with business realities.
  • Create an analytical framework to measure success of employee retention projects and initiatives.

Special Projects

As directed, organize and support special programs and projects as assigned. Monitor programs / projects as they relate to departmental goals.

Collaborate on various problem solving; research issues and special problems and recommend solutions.

  • As directed, research information, compile statistics, gather, and compute and analyze various data; prepare special reports, summary or reply to inquiries.
  • Research and help implement best practices . Research and prepare background information for presentations, articles, and publications;

obtain and provide specific information, research various issues, special problems, recommend solutions, coordinate and assist with policy matters.

What you bring as a candidate : (Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience)

  • Two (2) or more years of professional-level human resource experience, including experience in recruitment / talent acquisition.
  • Demonstrated experience working with applicant tracking systems, payroll systems, and / or HRIS systems, including demonstrated proficiency in the use of computers and software applications.
  • Demonstrated effective oral and written communication skills, including consultative skills with the ability to understand the needs and urgency of customer base.
