About the Position
The Director of Portfolio Management and Investment Operations is an exclusive one-position executive management level classification that exercises considerable discretion in developing and implementing a comprehensive investment strategy.
The Treasurer's portfolio is a fiduciary pool comprised of $8 to $11 billion in assets from taxing districts within the boundaries of Maricopa County.
The primary investment objectives for the office are the safety of principal, liquidity, and maximizing investment income.

The Maricopa County Treasurer's Office is responsible for collecting all real and personal property taxes for the nation's 4th largest county.
There are over 1,700 taxing districts that include the County, incorporated cities and towns, schools, community colleges, and special districts.
Interest income from the portfolio is distributed to the taxing districts on a monthly basis.

We Require
Four years of experience working with large investment portfolios, preferably in the public sector
Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or a related field
A combination of post-secondary education and / or job-related experience may substitute for the minimum qualifications on a year-for-year basis
We Also Value
Master's degree in Business Administration, Accounting, or a related field
Certified Public Accountant
Chartered Financial Analyst
FINRA Series 7 certification
Job Contributions
Direct the investment activities of the Treasurer's portfolio, which has $8 to $11 billion in assets at any given time
Perform sophisticated cashflow analysis to ensure all County taxing districts have sufficient funds for payments while maximizing investment earnings
Authorize the sale and purchase of financial instruments through broker / dealers and investment banks
Provide updates and make presentations to the Board of Supervisors' Chiefs of Staff, the County Manager, other members of County leadership, and taxing district boards / management regarding the portfolio's performance
Direct the functions of the Treasurer's Advisory Board, which meets quarterly to review the operations and performance of the portfolio, establish future investment goals, and assess market risks
Enhance new and existing relationships with broker / dealers and investment banks on behalf of the County and all portfolio participants.
Perform an annual compliance review for all current broker / dealers
Maintain an advanced understanding of financial market trends
Work with the Financial Services unit of the Treasurer's Office to implement extensive internal controls and reconciliation over investments for responsible stewardship of public funds
Ensure compliance with all federal and state statutes, regulations, contracts, and internal policies associated with portfolio management
Collaborate with the Maricopa County Office of Budget and Finance to produce GASB-compliant documents used for the Annual Comprehensive Financial Report and the state audit
Instruct members of the Treasurer's Office's Financial Services unit to release wire transfers from the main servicing bank and to conduct portfolio research as needed
Perform other duties as assigned
Working Conditions
Must be able to work in a typical indoor office environment. Must have manual dexterity of hands and body to operate office equipment.
Must manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making, and interaction with government officials and the public.
Must constantly maintain concentration, accuracy, ethical behavior, and a professional demeanor.
