Our Human Resources Division is recruiting experienced leaders for the role of Employee and Labor Relations Director (0932 Manager IV).

A leader who can guide wide-ranging labor relations, payroll, leaves, and EEO initiatives that enhance the working environment for all employees at all tiers, charged with the effective execution of the mission of Public Works and the City & County of San Francisco.

As the Employee and Labor Relations Director, you will direct the labor relations programs of our organization which comprises close to 1,700 employees, with one hundred seventy-seven (177) unique job classifications represented by twenty-one (21) collective bargaining agreements (CBA).

You will cultivate and nurture positive relationships with our valued labor partners while leading a team that guides directors, managers, and supervisors on interpreting the CBAs, disciplinary procedures, grievances, and current trends and issues in labor relations.

You will actively participate in various joint labor / management committees, bargaining, and mediation. In this leadership role, you will provide general direction to our Payroll Unit to deliver timely, accurate payroll processing, procedures, and Leave Administration and ensure compliance with applicable federal, state, and local laws and guidelines.

Directing the Equal Employment Opportunity (EEO) matters for our workforce, you will monitor and evaluate programs to ensure our department complies with City policies, as well as local, state, and federal laws.

As an HR leader, you will serve as interim HR Director in their absence, as necessary.

Important and Essential Duties :

Your duties as the Employee and Labor Relations Director may include, but are not limited to the following :

  • Managing negotiations, grievance processes, investigations of employee complaints, disciplinary hearings, and performance management.
  • Planning, directing, coordinating, and evaluating employee and labor relations functions.
  • Advising managers and supervisors on labor relations issues, union Memoranda of Understanding (MOU) / CBA interpretation, disciplinary actions, grievances, and performance monitoring.
  • Developing and facilitating department-wide development of positive relationships with labor unions.
  • Partnering with the Department of Human Resources in labor negotiations and the development and implementation of labor agreements.
  • Providing training to managers on labor issues and trends, including administration and facilitation of disciplinary and grievance processes.
  • Directing Leave Administration, Performance Management, and Reasonable Accommodation programs.

How to qualify

Minimum Qualifications

Education :

Possession of a Baccalaureate Degree from an accredited college or university with a major in industrial / organizational psychology, Human Resources, Public Administration, Business Administration, Management, or a closely related field.

Experience :

Seven (7) years of professional human resources experience in a public or non-profit organization in employee and labor relations, personnel administration, and supervision, of which three (3) years must be in a supervisory capacity supervising professional staff.

Experience Substitution :

You may substitute for up to one (1) year of non-supervisory experience with one (1) of the following :

1. Possession of a master’s degree in Industrial / Organizational Psychology, Human Resources, Public Administration, Business Administration, Management, or a closely related area of study may substitute for one (1) year of non-supervisory experience.

2. Possession of a Juris Doctorate (J.D.) may substitute for one (1) year of non-supervisory experience.

Education Substitution :

Additional qualifying work experience may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester / 45 quarter units equals one year).

Desirable Qualifications :

  • Extensive experience with contract negotiations.
  • Extensive experience working with large and complex unions.
  • Experience working in large, public-sector organizations.
  • Experience developing and implementing labor-related policies, practices, and controls.
  • Experience directing, supervising, and coordinating activities across different functional areas.

Selection Procedures :

Minimum Qualification Supplemental Questionnaire (MQSQ) :

Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.

Management Test Battery (for evaluation : this will not result in an eligible list) :

Candidates deemed qualified will be invited to participate in a computer-based examination designed to measure competencies in job-related areas.

A passing score must be achieved on the Management Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination.

Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
