General Description and Classification Standards

This position ensures all (Department of Public Works) airport facilities operate within federal, state, and local regulations and comply with standards relating to building codes, safety codes, and environmental regulations.

Duties include but are not limited to managing the implementation of the assigned assessments, inspections, trouble calls, maintenance planning, renewal budgeting, project scope development, and systems troubleshooting.

  • Employee will manage the implementation of the assigned project phases indicated in the (Department of Public Works) Planning and Development (P&D) Policies and Procedures, including;
  • assisting in maintaining the Capital Improvement Plan; interfacing with P&D Project Managers, Maintenance Manager, Tenants or other business units such as Properties, Parking, Ground Transportation to accomplish maintenance and repairs of buildings, equipment and assets needed for assisting in the further development of (Department of Public Works) Hartsfield-Jackson Atlanta International Airport by contributing to the overall goals;

and assisting with asset management activities.

This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas.

This level would be expected to have noticeably greater leadership or technical responsibilities than the beginning level.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

The position reports to the Director of Sustainability (Director of Facilities).

Essential Duties & Responsibilities

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Oversees the inspection, troubleshooting and preventative maintenance planning process along with input into the Maximo, ISES and VFA Capital Planning and Asset Management Software.

Responsible for gathering and evaluating all data relating to DPW assets airport assets including passenger buildings, out buildings, forecasting capital improvements and major equipment maintenance efforts required to maintain facilities in appropriate functional condition.

Candidate must demonstrate considerable skill in assessing the operational conditions of HVAC, Mechanical, Electrical, Plumbing and Control Systems including Building Management Systems and diagnostic devices.

Applicant establishes a project model that defines business requirements relating to (DPW) airport assets, formulates initial design ideas, and identifies areas of improvements and annually develops continuous improvement projects.

Acts as a liaison with Department of Aviation units, to coordinate efforts of AATC, Property Management and Maintenance to provide tenants mechanical expertise and preventative maintenance planning assistance for the efficient and productive use of the (DPW) Airport's facilities.

Ensures assigned projects are properly planned, designed and implemented in compliance with the approved scope, schedule and budget and in accordance with the appropriate policies and procedures and other requirements of the (DPW) DOA including safety and diversity goals and coordinates between the asset management, sustainability, maintenance, property management, environmental planning and design staff and appropriate stakeholders which may include (DPW) DOA, ATLNEXT, AATC, TBI, Airlines and FAA .

Maintains and improves all maintenance projects regarding the functionality and safety of (DPW) airport facilities for the DOA COA.

This includes assessments of (DPW) airport facilities and generating reports that identify deficiencies and recommended solutions.

Monitor equipment’s operational fitness on landside and airside for assigned buildings and assets.

Designs and executes an appropriate plan to obtain executive approval of all necessary routine project steps as well as changes required by management and ensures all legislation is prepared and submitted on schedule for assigned projects to meet city council agenda dates.

Ensures proper management of the project team and holds regular review sessions with the appropriate staff, consultants, contractors, stakeholders and program organizations.

Manages and evaluates the (DPW’s) DOA’s tenant construction projects. Coordinates with outside consultants and contractors during the assessment, design and construction phases, and makes recommendations to help resolve and improve areas of noncompliance.

Knowledge, Skills & Abilities

  • Extensive knowledge of facilities management, engineering, architecture, aviation business, construction, asset management, properties, maintenance and finance, as well as building system design;
  • knowledge of and daily use of engineering, planning and building design terminology as well as construction management terminology;
  • retail, restaurant, and legal knowledge is desirable; broad knowledge of all facets of profession and related fields. Consultants may have deep knowledge of one or more specialized areas;

leaders would typically have extensive general knowledge and some specialized knowledge.

Exceptional technical and leadership skills; presentation skills are desirable. Skills in listening and communicating exceptionally to effectively convey information verbally and in writing.

Ability to persuade and / or negotiate to achieve results; ability to adapt extensive knowledge to new environments or circumstances;

ability to develop professional and leadership skills in others; ability to build partnerships across the organization; ability to write reports, business plans and correspondence.

Minimum Qualifications Education and Experience

  • Bachelor’s degree in environmental science or a related field.
  • Must have 5 years of professional experience with at least 3 years working in facilities management.

Preferred Education & Experience

Master’s degree in facilities management, engineering, architecture, building construction, or aviation management; and 8-10 years of specific experience with extensive project management or leadership experience is preferred.

Licensures and Certifications

None required. Institute of Real Estate Management's Certified Property Manager (CPM) designation; AAAE's Certified Manager (CM) designation;

PMP Certification and or the CFM Certification; or the FMP (Facility Manager Professional) from IFMA International Facility Manager Association are highly desirable licensures and certifications.
