The Senior Project Manager will join the Planning & Management (P&M) practice area of the Planning business unit. The P&M practice area provides industry-leading services to Federal agencies, State DOTs, MPOs, and cities across the US, and coordinates with our Transit and Shared Mobility practice area to provide services to transit agencies.
The Planning & Management (P&M) practice area works across a broad range of planning topics and projects with clients large and small, providing right-size solutions to the complex problems facing the industry today and planning for and anticipating those of tomorrow to plan for a better future : mitigating climate change while managing congestion, planning for a post-Covid world while expanding transportation options, and responding to equity needs.
The group helps clients advance policy, prioritize funds, plan for the impacts of future transportation technologies, and navigate the evolving transportation needs in growing and changing communities across the nation.
The Senior Project Manager will provide strategic planning, policy analysis, and management advice to address complex transportation challenges faced by Federal, State, and local governments.
They will help agencies understand long-range trends and potential futures; develop visions and goals; lead statewide and regional multimodal long-range and strategic plans;
and align policies, plans, and investments. They will also help agencies identify, prioritize, and promote land-use and transportation strategies and investments to achieve agency goals such as reducing greenhouse gasses and congestion, improving multimodal network connectivity, safety, resiliency, and driving better economic and equitable outcomes.
The Senior Project Manager will lead and support statewide and regional performance management, and short- and long-range plan project prioritization, complex multimodal policy, and planning studies, systemwide, corridor, and project performance evaluation;
active transportation; scenario planning; and strategic visioning.
The Senior Project Manager will prepare proposals and reports, and conduct research on transportation projects. They will collaborate with other technical leaders and project managers across business units to develop integrated technical approaches and serve as a company-wide resource in their areas of expertise.
They will mentor junior staff and motivate staff and sub consultants to deliver work products on time and within budget.
The Senior Project Manager develops collaborative relationships with current and prospective clients, proactively identifies future leads, and leads teaming negotiations with other consulting firms as part of proactive and reactive marketing.
The Senior Project Manager is an innovative and intersectional planner and thought leader. They provide leadership and support in all areas of transportation planning, including policy, in scenario planning, strategic and long-range planning, and advisory services, capital planning and programming, data analysis, finance, funding, and public engagement.
They have strong relationships and qualifications with State DOTs, cities, MPOs, and statewide agencies.
Essential Duties and Responsibilities
Business Development
- Participates in regional, business line, and other business development initiative meetings to identify and coordinate BD and marketing activities.
- Contributes to sound bid / no-bid decisions.
- Develops effective win themes, teaming strategies, pricing strategies, and technical content for all proposals in area of responsibility.
- Builds and maintains long-term client relationships and actively listens to their needs.
- Maintains post-delivery communication with clients to ensure long-term satisfaction and to prospect for repeat / expanded business.
- Builds strong positive relationships with management, Practice Area Leads, Team Leads, and senior consultants, and marketing & communications staff to develop winning proposals.
Project Management
- Delivers all projects on-time, on-budget, and to the client or project manager’s satisfaction.
- Provides constructive and ongoing feedback to project team members.
- Provides clear direction to all project staff regarding project objectives and their role in achieving them.
- Develops and implements project delivery plan for each project.
- Updates project staffing in CS staffing program on time each month.
- Reviews and submits invoices and progress reports on time.
Project Delivery
- Produces and delivers exceptional quality work that is thorough, polished, and reflects well on CS.
- Provides exceptional value-added service to project managers and / or clients and communicates consistently with internal and external team members.
- Actively listens and seeks to understand client or project manager needs.
- Attends and presents work at conferences and professional organizations.
- Meets chargeability expectations.
Position Requirements
- Bachelor’s degree Planning, Civil Engineering, Public Policy, or a related area.
- 15+ years of industry-related experience.
- 5+ years of experience managing projects and leading proposals.
- Experience leading corridor studies, network redesigns, market analyses, fare studies, long-range transportation plans, and related transit plans.
- Strong and effective communication, presentation, and technical writing skills.
- A strong professional network in the transportation industry.
Preferred Qualifications
- Master’s Degree in Planning, Civil Engineering, Public Policy, or a related area.
- 5+ years of experience in public sector consulting and professional services.
