Forsyth County's General Services is looking for a strong candidate for a Deputy Director position. This is an exciting opportunity to join Forsyth County’s dynamic and progressive General Services Department and be involved with a wide variety of Departmental programs.
The Deputy Director will have ample opportunities to perform responsible, difficult administrative and professional senior level work in assisting the General Services Director with strategic planning, establishing short- and long-range goals, policy development, capital improvement and operations budgeting, organizing, and directing various aspects of facilities construction and maintenance, automotive fleet management and maintenance, property management, and contract administration.

The Deputy Director is the overseer of the Department’s day-to-day budget, financial activities, and business operations.
The Deputy Director’s primary work location is an office environment with occasional opportunities to visit offsite locations for meetings, assessments, and inspections.
The ideal candidate will be an outstanding leader, team builder, collaborator, and a respected professional with knowledge and experience of the Department’s functional areas.
The ability to oversee a diverse range of programs and services and the ability to partner with senior management across multiple County Departments and external agencies are vital in this position.
The Deputy Director plays a critical leadership role in ensuring the safe and cost-effective operation and maintenance of the County’s facilities and vehicles and efficient delivery of services.
The nature of the General Services Department’s responsibilities requires the Deputy Director to have reliable and consistent attendance and availability along with the flexibility to be contacted around the clock, occasionally working outside the normal work schedule and responding in person to situations occurring after hours, on weekends, and holidays.
Candidates should have the following knowledge, skills and abilities :
- Ability to maintain effective working relationships with other employees.
- Ability to deal tactfully and courteously with County departments, elected officials, and the public.
- Ability to analyze problems and prepare written and oral reports.
- Ability to supervise professional, technical, and clerical staff.
- Considerable knowledge of the principles and practices of property and facilities management.
- Ability to develop and implement facility operational programs to better serve the needs of the County and State Courts.
- Good working knowledge of the principles and practices of fleet service programs and automotive fleet services administration.
- Considerable knowledge of the principles and practices of budget development and management.
- In-depth knowledge of the County’s financial management system and be adept in the use of the system.
- Considerable knowledge of the principles and practices of procuring goods and services in compliance with North Carolina statutes governing local government procurement.
- Ability to develop bid documents for goods and services, administer contracts, and manage projects.
Graduation from a four-year college with a degree in Public or Business Administration or a technical degree (Engineering or Architecture, etc.
supplemented with business-related coursework is required. Requires five years of increasingly responsible experience in operations management including budgeting, accounting, contract administration, and project management, and at least five years of supervisory experience that includes hiring, training, evaluating, and disciplining.
A valid driver's license is required.
Prefer experience overseeing a large division with ten or more employees. A higher education level may be considered as a substitution for all or part of the experience requirement.
This position is subject to working in high security areas governed by the US Department of Justice's Criminal Justice Information Services (CJIS) Security Policy and therefore requires successfully passing a more stringent criminal background check.
The person in the position will monitor and report the financial and statistical activity of the General Services Department and County facilities, including budgets and Departmental accounting functions.
The Deputy Director will work independently to analyze and evaluate the efficiency and effectiveness of the Department’s services and make recommendations for improvements.
Additional duties include providing management, leadership, and professionalism through staffing, directing, coordinating, reporting, and budgeting decisions and the provision of services from within the General Services Department.
The Deputy Director manages, supervises, coordinates, and oversees the operations of assigned Divisions as well as his / her own employee specific responsibilities and outcomes.
The Deputy Director advises other departments on General Services financial and budgetary matters and directs the Department’s division managers on situational matters and ongoing best practices to achieve desired outcomes and ensure compliance with County policies.
The Deputy Director occasionally advises County management and the Board of Commissioners on matters pertaining to facilities, property, and automotive assets and assumes the duties of the Director in his absence.
