Assignment Description

ASSIGNMENT DESCRIPTION : Accountants perform accounting and financial processes and transactions related to recording and reporting NGA's financial activity.

They implement and establish procedures that align with federal accounting standards and policies. They also review financial and accounting results to ensure quality, accuracy, and compliance with appropriate legal, regulatory, and procedural requirements to produce auditable financial statements.

They prepare reports, may correct cost discrepancies, create and improve consistent accounting procedures, work directly with auditing teams to complete all auditing tasks as necessary, and may also perform budgeting tasks.

ADDITIONAL INFORMATION :

The FM Comptroller Office (FMC) Business Process Compliance Division develops internal control risk assessments, designs and performs testing, reports results, and advises corrective actions against all agency business processes that produce, manage, and report financial information with a focus on NGA's functional lines of business (budget-to-report, procure-to-pay, hire-to-retire, and acquire-to-retire).

The division also designs and performs risk assessments, testing, and reporting over all agency payment populations to determine and report NGA's susceptibility to significant improper payments.

  • The incumbent will direct and manage a team of government and contractor accountants with performance of internal control risk assessment and testing over NGA's corporate business functions that produce, manage, and report financial data and information;
  • engage FM and NGA component stakeholder senior leadership throughout each internal control assessment phase (planning, documenting, evaluating, and reporting) to ensure a completed inventory of validated business processes;
  • business process internal control documentation; internal control testing with supporting documentation to evidence tested internal controls;

accountability statements from process owners; and corrective action plans for identified material weaknesses or significant / control deficiencies.

The incumbent will also manage design and execution of improper payments risk assessments per OMB Circular A-123 Appendix C (Requirements for Payment Integrity Improvement) and DoD requirements that will provide supported data and information to apprise courses of action on establishment of payment recapture audit programs to recover improper payments.

The incumbent will also design and manage validation and verification testing of internal controls implemented to address audit findings.

Qualifications Mandatory

MANDATORY QUALIFICATION CRITERIA : For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required).

1. Demonstrated experience creating or analyzing financial statements, general ledger accounts, and internal controls following Financial and / or Federal Accounting Standards (ie : Generally Accepted Accounting Principles (GAAP) and non-GAAP ).

2. Demonstrated experience using the United States Standard General Ledger (USSGL) and / or knowledge of Office of Management and Budget Circulars, the DoD Financial Management Regulation and other data from financial systems to perform financial analysis, risk assessments, and evaluate control activities.

3. Experience identifying key controls ensuring the validity of GAAP-compliant solutions to accounting processes.

4. Demonstrated experience analyzing and providing recommendations to re-mediate accounting issues and / or audit findings.

EDUCATION REQUIREMENT : A. Education : Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or a related field that included, or was supplemented by, at least 24 semester hours of coursework in Accounting.

The 24 semester hours may include up to 6 semester hours of credit in business law. -OR- B. Combination of Education and Experience : A minimum of 24 semester hours of coursework in any area listed in option A, or a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination, -PLUS- experience that demonstrates the ability to successfully perform the duties associated with this work.

As a rule, every 30 semester hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years.

  • OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.
  • g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;

and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Qualifications Desirable

DESIRABLE QUALIFICATION CRITERIA : In addition to the mandatory qualifications, experience in the following is desired :

1. Demonstrated experience collaborating with others to achieve financial objectives and the ability to communicate accounting information (e.

g., data, financial information, audit status, etc.) to various audiences.

2. Demonstrated experience identifying and / or resolving financial management issues to address audit findings or operational challenges.

3. Demonstrated experience planning, evaluating, testing, and monitoring accounting events, business processes, corrective action plans, and other accounting issues.

DCIPS Statement

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed.

The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and / or bonus.

An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information.
