Division : NSB Terrorist Screening Center (TSC)

Location : Vienna, VA

Working Hours : 7 : 00am - 3 : 30pm (flexible between 6am - 6pm)

Salary : GS11 : $82,764.00 - $107,590.00 / GS12 : $99,200.00 - $128,956.00

Full Performance level : GS-12

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

Selectee may be offered a 20% relocation incentive if eligible, To be eligible for a relocation incentive, proof of change in residency will be required.

Prior to receiving a relocation incentive, an employee must sign a written agreement to complete a specific period of employment with the FBI at the new duty station.

TSC Mission

The TSC's mission is to consolidate the U.S. Government's approach to national security screening and provide for the appropriate and lawful use of identity information in screening processes while protecting privacy and safeguarding civil liberties.

The TSC's vision is to be the primary resource for the U.S. Government's domestic and international security by providing watchlisting, screening, and intelligence information sharing through customer service and focused mission support.

TSC Facilities Background

The TSC Facilities Office, part of the Resource Management Unit, handles the delegated operations and maintenance of a specialized purpose-built leased facility with seating for approximately 700 people, two mission critical tier 3 data centers, and a 24 / 7 operations call center.

Full duties of the TSC Facilities Office, handled by a combination of FBI employees and specialized contractor support, include management of the following : Data center electrical and hvac support systems for two tier 3 data centers and the office.

This includes a glycol pumping system, cooling towers, valve systems, BAS, 30 CRAC units, 10 air handlers, 22 dry coolers, 60 VAVs.

Electrical systems include seven 1500kwh diesel generators and 100,000 gallons of diesel fuel, two 3500kw electrical services and transformers, rotary UPS system, static UPS system, static transfer switch, two large electrical switchgear rooms, distribution throughout the facility including lights and outlets.

Carpentry work for maintenance, minor alterations, and improvements for space needs. Domestic plumbing maintenance and repairs.

Fire alarm system, data center fire suppression systems, fire sprinkler systems. Freight elevator and three passenger elevators.

Vehicle barriers, gates, and perimeter fences. Telecommunications Specialist handling telephone system, mission critical 24 / 7 operations call center system, outside PRI circuits.

AV Specialist handling A / V systems for conference rooms and auditorium. Electronic Technicians handling locks, badge readers, alarm systems, and camera systems.

Health and Safety program in conjunction with FFD OSEP. And the division's Bucar Fleet management.

Major Duties

Conduct facility condition assessments and building rounds to identify facility problems and ensure resolution. Coordinate preventative maintenance, repair, and alteration services with an operations and maintenance contractor as well as specialized outside vendors.

Coordinate services provided by the landlord, such as landscaping, roof repairs, and windows.

Project management duties, overseeing the execution of multiple facility projects including space renovations, modifications, equipment replacements, and improvements.

Conduct performance monitoring of various contracts. Create, respond to, and update tickets in various systems.

Procure products and services with a Government Purchase Card and SHOP requisitions in furtherance of Facilities and Resource Management Unit duties.

Conduct market research, draft procurement documents, work with contracting officers and program managers

  • Work with other Facilities Team personnel on projects and tasks, including Electronics Technicians, Telecommunications Specialist, and AV Specialist.
  • Inspect and maintain the facility's first aid kits and AEDs. Work with the contract industrial hygienist and the FBI HQ OSEP unit on facility health and safety matters.

Contribute to and / or produce required reporting for health, safety, and environmental regulatory matters.

Oversight of Bucar fleet operation and maintenance, scheduling, and transport; maintain records; coordinate with HQ Bucar fleet program as needed.

Assign Bucars to personnel requiring a vehicle and track sign / out and sign / in records.

Escort outside vendors supporting Facilities, Resource Management Unit, and TSC tasks. Other duties as assigned

Specialized Experience (SE) :

GS 11 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS 9 grade level.

  • Must have excellent writing, spelling, and grammar skills to produce professional email, presentations, and reports to unit, section, and division management.
  • Must have experience working independently on tasks from start to finish, taking the initiative to produce results.

GS 12 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS 11 grade level. SE is defined as follows : In addition to the GS 11 SE above :

  • Must have experience with and understanding of complex facility systems.
  • Must have excellent writing, spelling, and grammar skills to produce professional email, presentations, and reports to unit, section, and division management.
  • Must have experience working independently on tasks from start to finish, taking the initiative to produce results.
  • Experience analyzing facility and equipment requirements with customer needs, and enhancing current procedures or developing new methods to increase program effectiveness.

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows :

GS-11 : Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Education may not be substituted for Specialized experience at the GS 12 level.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.

Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.

Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.
