This position is for a Policy Analyst to support the Part 810 Program within the National Nuclear Security Administration (NNSA) Office of Nonproliferation Policy (NA-244).

The Part 810 Program implements 10 CFR Part 810, which codifies the Department of Energy (DOE)’s statutory responsibility for authorizing the transfer of unclassified nuclear technology and assistance to foreign atomic energy activities within the United States or abroad.

This position will lead on the Part 810 Program’s software portfolio, which ensures export control and nonproliferation considerations are applied to transfers of nuclear software.

This position will also support the broader implementation of the 10 CFR Part 810 regulation and other programmatic functions as needed.

The Policy Analyst will support the following functions :

  • Support the implementation of 10 CFR Part 810 through reviewing authorization requests, participating in briefings and outreach with the civil nuclear industry, and collaborating with subject matter experts.
  • Lead engagement with stakeholders within the DOE / NNSA complex and interagency to ensure coordination on relevant policies and procedures related to the regulation of nuclear software.
  • Assist with formulating policy positions related to the regulation of nuclear software.
  • Represent Part 810 equities in broad interagency policy discussions and written products.
  • Conduct Freedom of Information Act (FOIA) reviews to support requests relevant to the program.
  • Coordinate, consolidate, and integrate input from technical and subject matter experts into clear and balanced documentation and policies to support programmatic decision-making.
  • Support the development and maintenance of program knowledge retention and documentation processes.
  • Conduct independent research, obtain information from various sources, and engage partners as needed to develop innovative solutions to complex challenges.

Minimum Requirements :

  • Master’s Degree in a relevant subject matter or 3 years of relevant work experience.
  • Strong written communication skills and attention to detail.
  • Excellent organizational skills and ability to multitask.
  • Prior experience formulating policy recommendations.
  • Strong interest in national security and nonproliferation.
  • Q-clearance or ability to acquire a Q clearance.
  • Sensitive Compartmental Information (SCI) access authorization or the ability to acquire SCI.
  • Full-time position with a combination of telework / in office.

Desired Knowledge, Skills and Abilities :

  • PhD in a relevant subject matter or 5 years of relevant work experience.
  • Familiarity with a variety of nuclear modeling software.
  • Prior experience within the DOE / NNSA complex.
  • Prior regulatory and / or export control experience.
  • Prior experience conducting FOIA reviews.

Location : This is a full-time onsite position in Washington, DC 20024, USA

Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.

Salary :

Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
