This position is the Managing Director of the Multifamily Housing Unit (MHU) and reports directly to the Housing Division (HD) Assistant Director (AD).
MHU is responsible for administering the Washington State Housing Trust Fund (HTF), the federal HOME, and National Housing Trust Fund programs.
These programs provide capital financing to nonprofit housing providers, housing authorities, and tribes for the construction, acquisition, or rehabilitation of multifamily / rental affordable housing and shelters for low-income and special needs populations.
Duties :
- Responsible for formulating and implementing statewide funding programs, policies, and strategies to address the affordable housing needs of low-income households and people with special needs.
- Exercises independent judgment and decision-making regarding multifamily / rental affordable housing policies and programs.
- Designs and sets overall direction for implementing eligible activities of the State Housing Trust Fund, ensuring appropriate and optimal use of state resources.
- Oversees administration of the federally-funded HOME and National Housing Trust programs, including compliance with federal regulations.
- Consults and coordinates with other HD units and programs to ensure implementation and delivery of housing programs and policies.
- Develops and implements plans and policies to ensure the long-term viability of state-funded affordable housing projects.
- Builds and maintains relationships and partnerships with external stakeholders, including nonprofit organizations and government agencies.
- Coordinates, collaborates, and gathers input from the Policy Advisory Team and other stakeholder groups regarding affordable housing issues.
- Provides testimony and reports to the Legislature and represents Commerce at relevant hearings and committees.
- Responsible for the development, implementation, and maintenance of internal policies and procedures that support program administration.
- Responsible for program fiscal and data management, including budget and contract management.
- Manages several professional senior-level employees and support staff.
- Establishes work plans aligned with the Division's and Department's priorities.
- Maintains high standards of personal / professional and ethical conduct.
Required Qualifications :
- Nine years of professional-level experience in affordable housing, which may include housing finance, real estate, or contracting.
- Three years of experience supervising one or more employees.
- Advanced level knowledge and experience in the management of affordable housing finance and development.
- Demonstrated communication skills required to articulate policies and program objectives.
- Demonstrated ability to establish and evaluate policy and program outcomes.
Desired Education :
- Asset management experience related to real estate workouts and low-income housing tax credit projects.
- Knowledge and experience with the state budget and fiscal process.
- Anti-Racism Training and / or experience in cross-cultural settings.
- Experience managing U.S. Department of Housing & Urban Development funds.
- Housing Development Finance Professional Certification.
