Budget Analyst

Salary Range : $26.20 to $28.96

Purpose

The job of the Budget Analyst is for the purpose of supporting annual budget preparation, identifying and reporting budget variances, analyzing costs of programs and services, providing analytical information to administrative and program personnel and / or regulatory agencies, and ensuring compliance with all applicable laws, rules and regulations.

Qualifications

Required :

  • Associate degree in any business-related field and / or three years of budget development / analysis experience or any equivalent combination of experience and education in which comparable knowledge, skills and abilities have been achieved.
  • Proficient in Microsoft Office and the District’s Visions accounting software.
  • Excellent organization skills, strong analytical and problem-solving skills, and effective communication skills.
  • Valid AZ Department of Public Safety (DPS) Identity Verified Print (IVP) Fingerprint Clearance Card.
  • Must possess excellent organization skills, strong analytical and problem-solving skills, and effective communication skills.
  • Ability to independently prepare reports and correspondence.

Preferred :

Bilingual in English and Spanish, preferred.

Essential Functions

  • Maintains a program of risk management (e.g., property, liability, employee injuries, etc.) for the purpose of ensuring compliance with established guidelines and / or minimizing District loss and / or liability.
  • Process budget-related documents (e.g., journal entries, account transfers, encumbrances, etc.) for the purpose of ensuring the accuracy of requests and the availability of funds.
  • Research discrepancies of financial information and / or documentation for the purpose of ensuring accuracy and compliance with established procedures and processes.
  • Independently review, process and approve / disapprove Personnel Action Requests, purchase and payroll requisitions, travel requests, travel claims, invoices, and other documents for accuracy of coding and budget capacity to avert inaccuracies and over expenditures for budget control and compliance with USFR, Federal, and District rules and regulations.
  • Monitor cash control for all non-local projects and donations accounts and request cash for applicable direct Federal projects.
  • Prepare invoices and claims for reimbursement and follow-up on past due accounts.
  • Reconcile and analyze all non-local and donation funds to comply with state and federal laws on a monthly basis with various computer reports and general ledger.
  • Prepare and provide monthly, quarterly, and annual reports regarding program and fiscal status of all projects, ensuring accuracy and submitting reports in a timely matter.
  • Maintain accounting records for grant budget control, make independent decisions on expenditures to be charged to all codes pursuant to the USFR, approve / disapprove requisitions based on available budget balances, and work with unit budget administrators to resolve funding problems.
  • Perform quarterly audits of campus transactions to ensure schools are in compliance with policies and procedures and proper bookkeeping practices are taking place.
  • Reconcile the campus / department account monthly by cross referencing transactions against bank statements.
  • Process weekly invoices, refunds, and vouchers and print out checks for district payments.
  • Coordinate and conduct monthly meetings with campuses / departments to discuss finance procedures and implement District reporting standards for finances.
  • Coordinate trainings for campuses / departments on finance related issues pertaining to district funds.
  • Provide assistance to the campuses / departments with the districts’ software platform and other functions / questions.
  • Support the Business Manager and Director of Business Services for the purpose of assistance in the completion of duties.
  • Track related fund allocations from the State and present monthly fund balance reports to the Business Manager and Director of Business Services.
  • Compile and analyze end-of-year fund allocations for all eligible employees based upon eligibility requirements as indicated by the Office of Learning & Academic Success.

Present report of final payment amounts per fund to the Payroll Office.

  • Compile fund expenditure reports annually for presentation to ADE.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Responsibility

tracking budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions.
