About this Position

Lane County Youth Services is recruiting for a dynamic person who will join our leadership team as a Technical Supervisor and inspire our mission-critical work for positively impacting community safety.

The Division is comprised of six units (Administration, The Juvenile Department, Detention, Clinical Services, Education Services, and Nutrition Services).

This position will oversee the daily operations of one or more division units which supports current operational needs.

As a key member of the leadership team, the successful candidate will oversee complex and sensitive juvenile justice issues, applying their extensive knowledge of Oregon juvenile statutes, as well as federal, state, and local regulations.

This role requires a deep understanding of evidence-based practices that support youth and families within the justice system.

Key responsibilities include leading and mentoring staff, developing and implementing training programs, and ensuring the efficient operation of assigned units.

You will collaborate with other technical supervisors to evaluate and enhance program outcomes, manage staffing and scheduling, and maintain compliance with labor contracts and statutory requirements.

The focus of this position is to enhance and support the leadership structure, reduce operational risk, and support program compliance.

In this role, you will also conduct long-range planning, develop and monitor program policies, and ensure safety and security protocols are met.

Your ability to analyze trends, implement best practices, and contribute to the overall leadership structure will be essential in reducing operational risks and maintaining program compliance.

The work of the division is complex and covers multiple, diverse subject matter areas, governed by multiple regulatory bodies and requiring specialized knowledge.

About this Division

The Youth Services Division operates 24 / 7, has approximately 65 full-time staff, six program units, and is in three different buildings on the John Serbu Youth Campus in Eugene, Oregon.

The division is comprised of the following units :

  • Administration : planning and management, data, grants administration, information systems, and administrative support.
  • Juvenile Department : screening, assessment, diversion, and probation services.
  • Detention : 16-bed detention facility, and 16-bed secure treatment detention program serving youth ages 12-19, including youth being held on adult criminal charges, and health services (medical, dental, mental health, and psychiatric) for youth.
  • Clinical Services : Clinical outpatient, residential treatment, and youth and family skills support.
  • Martin Luther King (MLK) Education Center : A collaboration between the division and Lane Education Service District (Lane ESD).
  • Services provided include alternative school for high-risk, adjudicated, community youth; education for youth in Detention and Phoenix Treatment;

horticulture and culinary arts vocational programs; and community service and restitution crews for youth.

Nutrition Services : Provides approximately 30,000 meals and snacks per year to youth housed in Detention, Phoenix, and youth in school and on vocational crews at and through the MLK Education Center.

Schedule : This position will typically work four 10-hours days or five 8-hour days, Monday through Friday, with frequent weekend or non-traditional hours, and may include telework flexibility.

These hours are subject to change based on operational need, and rotational on-call work is required (after-hours, weekends, holidays).

Rotational on-call assignment requires remaining within 1.5 hours of the Lane County Juvenile Justice Center.

Training :

Bachelor’s Degree in criminal justice, corrections, human services, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Experience

Four years of professional experience directly related to area assigned, including lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Notes :

  • Possession of, or obtain within 60 days of hire, a current CPR and Basic First Aid certification.
  • This position is subject to a full criminal offender information record check.
  • Offers of employment are contingent upon consenting to and successfully passing a drug screening test.

  • Oregon driver license by time of appointment. One of the essential functions of this position is to travel locally and statewide for meetings, trainings, and activities.

Networking and Collaboration : You participate in decision making processes involving youth and their families, and community partners.

You represent the Youth Services Division as well as the Community Justice and Rehabilitation Services (CJRS) Department, the County, to the public, other juvenile justice professionals throughout Oregon and the country through collaborative relationships and networking to identify and incorporate evidence-based practices and enhance the continuum of accountability, public safety, and service delivery.

Quality Assurance, Analysis of Performance Data, Realignment, and Budget Adjustments : You engage in evidence-based practices, state-wide outcome measures and division benchmarks to ensure that the division is deepening efforts in research-based practices.

You will participate in the review of outcome data and benchmarks with your supervisor and team members. You will participate in the development and administration of financial resources available to youth to assist youth with case management outcomes and success.
