JOB SUMMARY Job Summary

Position : Auditor, GS-13

Division : Office of Internal Auditing (OIA)

Unit : National Security Audit Unit and Enterprise Audit Unit

Location : Washington, ; Huntsville, AL; Pocatello, ID; Clarksburg, WV.

Working Hours : 8 : 00 am - 4 : 30pm

Salary : (Base) GS13- $88, - $115,

Full Performance Level : GS-13

Number of Positions Available : Multiple

Duration : Full Time / Permanent

Major Duties

The candidate will function as the team lead auditor over audits being conducted in OIA. The candidate is viewed as the subject matter expert in audit procedures and processes, making decisions regarding whether audit evidence, findings, and recommendations meet OIA’s expectations of audit standards.

The candidate will be a direct working level liaison to those being audited, and other stakeholders involved in making recommendations on how best to evolve or improve policy, procedures, and processes surrounding the matters being audited.

The candidate is expected to understand all aspects of the audit process and focus on risk areas pertinent to the matters being audited.

Other primary major duties include :

  • Oversees audit work performed to ensure compatibility with statutory and regulatory requirements, obligations, and policies.
  • Gather, verify, and validate audit evidence and ensures that audit recommendations are commensurate for any findings or observations identified.
  • Analyzes and makes recommendations to respective Unit Chiefs and Assistant Director on high-risk program areas and used trends, issues, and problems to inform leadership of areas deemed potentially problematic.
  • Meets with process owners to ensure the team understands current processed followed and potential gaps in adhering to processes.
  • Demonstrates expert oral skills for meeting with process owners, Executive Management, auditees, and others to perform audits conducted.
  • Develops creative solutions to controversial problems.
  • Implements new audit guidelines and polices and changes existing audit practices to fit the particular needs of the assignments.
  • Ensure derailments to project timelines are brought to the respective Unit Chiefs and Assistant Director in a timely manner.

Positive Education Requirement : This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

APPLICANTS MUST MEET THE BASIC REQUIREMENT BELOW :

A. Degree : auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

B. Combination of education and experience : at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.

The applicant’s background must also include one of the following :

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, , 15 semester hours.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE) :

In addition to the Basic Requirements stated above, Applicant must possess at least one (1) specialized experience at the GS 12 level :

  • Performs complex auditing work, ensuring that the entire audit process is performed.
  • In conjunction with a team, designs / develops comprehensive audit programs and audit schedules.
  • Has extensive experience drafting audit notification letters, reviewing audit workpapers, and drafting audit reports.
  • Creates in-depth test plans to address audit objectives.
