Budget Analyst - Comprehensive Integrated Research Operations

The Comprehensive Integrated Research Operations (CIRO) unit is a centralized entity that provides services to support the Institution's research enterprise. The Budget Analyst will oversee, audit, and manage budget transactions across various budget types within the organization. This role involves performing detailed budgetary analyses to ensure compliance with authorized budget limits and established guidelines. The Budget Analyst will also contribute to the development of new and enhanced budget procedures and assist in preparing budget documents and related materials for the organization.

Key Roles and Responsibilities :

  • Manage and perform activities related to multiple areas of sponsored projects administration including but not limited to pre-award and post-award activities for multiple cost centers.
  • Perform a variety of technical and skilled duties involved in meticulously developing major program projects in accordance with established KUMC policies, and federal and State regulations. Support grant opportunities, facilitate proposal development, contribute to non-technical components of proposals, process proposals, develop budgets, support contract development, and ensure compliance with laws, regulations, policies, and terms and conditions.
  • Prepare budgets and work with various entities intra-inter institutional to clarify project budgets and re-budgeting requirements.
  • Review contracts and sub-agreements to ensure expenditures comply with the terms.
  • Oversee the expenditures while working with research teams across the organization to ensure allowability, allocability, and reasonableness of the costs in support of cost management.
  • Engage in reporting to sponsors and communicate with institutional structures for timely processing of deliverables.
  • Support internal implementation of general principles of GAAP standards in sustaining financial compliance and consistency with contracts / agreements over the life of the project; following institutional and sponsor guidelines.
  • Manage or perform analytical and financial activities associated with cost studies, forecasting, planning, and managing research portfolios.
  • Engage in multi-dimensional responsibilities in nature, typically include various cross-functional duties and responsibilities across multiple units of the organization.

Required Qualifications :

Education : Bachelor's degree, or a combination of education and relevant work experience may be substituted for degree, on a year-for-year basis.

Work Experience :

  • Three (3) years of related work experience.
  • Experience with statutes and guidelines relevant to regulatory affairs in clinical research.
  • Experience with federal guidelines - Uniform Guidance, FAR Clauses, etc.
  • Preferred Qualifications :

    Education : Master's Degree (Finance, Business Administration, Management).

    Licenses / Certifications :

  • Certified Research Assistant
  • Certified Clinical Research Coordinator
  • Certified Clinical Research Professional
  • Work Experience :

  • Four (4) years of related experience.
  • Experience working in a university or large academic institution.
  • Experience in Workday Systems and Adaptive.
  • Experience working in federal electronic Platforms (eRA Commons, ASSIST, Workspace), Workday, Velos, and Excel).

    Compensation Statement : The pay range listed for this position is determined by our compensation program using market data and salary benchmarking. A combination of factors is considered in making compensation decisions including, but not limited to, education, experience and training, qualifications relative to the requirements of the position, and funding. At the University of Kansas Medical Center, a reasonable estimate for the starting pay range will be the minimum to midpoint of the posted range, taking into account the combination of factors listed above.

    Pay Range : $58,656.00 - $86,000.00

    Minimum : $58,656.00

    Midpoint : $72,328.00

    Maximum : $86,000.00
