Description
This is a highly responsible, administrative, supervisory and technical position overseeing the operation, maintenance, safety and regulatory compliance programs for the County-owned water, wastewater and reuse utility systems.
Manages supervisory staff engaged in the operation, repair, preventative maintenance and upgrade of all utility facilities, systems assets and equipment.
Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.
Additional compensation based on licensure.
Essential Functions

- Coordinates the daily operations of the water, wastewater and reuse systems; establishes operational and administrative policies, relays instructions and procedural revisions to the management staff and keeps staff informed on matters that pertain to their operations.
- Administrative duties include responsibility for proper preparation and submittal of letters, memos, reports, work orders, material and services purchasing, etc.
Provides technical information to intra / inter County Departments, public records requests, media, and regulatory agencies.
Monitors the computerized planning, reporting and history capture of all work performed. Tracks and oversees preventive, predictive and corrective maintenance and repairs.
Warrants that all assigned staff follows prescribed operations, maintenance and safety procedures and policies while maintaining compliance to all County, State and Federal regulatory requirements.
Provides immediate corrective actions to any non-compliance issues.
Oversees investigations of all utility related customer inquiries and complaints and initiates corrective action as appropriate.
Confers with utility customers, officials and the public, investigating and resolving maintenance and performance issues.
- Maintains up to date procedural manuals, operations and maintenance manuals, equipment and system drawings, performance files, service charts and equipment inventory.
- Develops written plans and procedures for emergency response, regulatory reporting and public notifications.
- Develops annual budget request for all operational needs and monitors the budget over the fiscal year. Monitors, reviews and signs off on monthly expenditures for the Water and Wastewater Division.
- Monitors State and Federal regulations regarding water, sewer, and reclaim operations for environmental compliance or permitting.
Determines impacts of new or modified regulations and develops recommendations to address impacts.
Makes recommendations regarding hiring, discipline and promotion of subordinates, authorizes leaves of absence and overtime, and reviews employee's performance.
Evaluates and prepares employee performance appraisals.
- Coordinates with engineering staff and provides operational input in regulatory issues, capital projects, designs, modeling and master planning.
- Provides oversight of the Industrial Pretreatment program and coordinates with Water Policy and Conservation programs.
- Performs other related work as required.
- Performs Emergency Response duties as assigned.
Minimum Qualifications
Bachelor's Degree and a minimum of six (6) years of experience required in a managerial position in a utility related field.
Also a minimum of four (4) years of progressive administrative / management experience in managing complex and multi-faceted operations with competing priorities.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Additional Requirements
- Must possess and maintain a valid Florida Driver's License.
- Substantial working knowledge of operational, financial, administrative and planning functions within a water and wastewater utility.
- Knowledge of sound and consistent management practices and principles, including well developed human relation skills.
- Understanding of effective customer service principles and techniques.
- Considerable experience in evaluating financial and technical projections and information with sound analytical ability to evaluate alternatives.
- Demonstrated leadership abilities with excellent communications skills.
- Demonstrated ability to effectively plan, organize and supervise subordinate personnel.
- Effective and diplomatic verbal and written communications skills, tact and interpersonal skills.
- Ability to deal tactfully and effectively with County Managers, supervisors, subordinates, and other County personnel and the general public.
