The DoS Export Control and Related Border Security (EXBS) program provides assistance to foreign governments to ensure that their strategic trade control (STC) systems meet international standards, to assist in establishing appropriate national legal authorities and independent capabilities to regulate legitimate trade in dual-use items and conventional arms, create authorities and capabilities to identify, interdict, and investigate illicit shipments by nefarious actors seeking to bypass the authorization system, and to prosecute those who violated the law.
EXBS program implementation includes technical assistance and training activities, legal-regulatory consultations, assessments of national export control systems in EXBS partner countries, equipment maintenance and repair, global and regional conferences, deployment and enhancement of automated licensing systems and upgrade of other tools, and training curriculum development.
These activities facilitate long-term, systemic change.
We're seeking subject matter experts and trainer / instructors to join our team of subcontractors to provide customized presentations to government and foreign industry partners on border security, customs enforcement, and strategic trade controls topics including sanctions, internal compliance programs, control lists, regulatory frameworks, and proliferation finance.
Responsibilities :
Tailor and deliver courses, conduct assessments, present on trade control topics including sanctions, and perform related support activities designed to advance the capabilities of partner countries to implement strategic trade controls and sanctions, control their borders, interdict illicit trafficking in WMD-related materials and conventional weapons, and comply with international best practices.
Sincerus is continually filling a pool of well qualified trainers and experts who can perform a variety of the above activities.
Qualifications :
- Government experience, preferably in customs and border security. Broad knowledge of the EXBS program preferred;
- Experience with designing, revising, and updating training curriculum is desirable;
- Experience in delivering training to overseas partners and stakeholders;
- Familiarity with nonproliferation-related laws and policies to focus USG interagency and international stakeholders to assess the potential for adapting risk assessment methodologies
- B.A. / B.S. or higher education is required
- U.S. citizenship
