Position Summary : The WorkFirst Case Manager will coordinate placements, provide case management and documentation, training, and support services for participants referred by the Department of Social and Health Services (DSHS) to the Community Jobs Program (CJ) and other WorkFirst programs.

This will be accomplished through coordination of participant activities, development plans, and training, with the referring agency and other organizations within the service area.

In addition, submit statistical data to document progress and other requirements to support program goals.

Essential Duties and Responsibilities : The WorkFirst Case Manager responsibilities includes the following and other duties as assigned :

  • Accurately completes and updates Department of Commerce (COM), Independent Development Plans (IDP), Career plans, and all case notes and activity updates for each assigned participant in the Community Jobs and other WorkFirst programs.
  • Provides onboarding support and training related to program requirements and work-site expectations.
  • Manages a caseload of enrolled participants placed at various work sites within the community and coordinates with work-site supervisors to monitor their progress.
  • Ensures time records are accurate and completed in a timely manner so participants are compensated and credited for work performed.
  • Coordinates schooling, support services, and other stacked activities with outside agencies to maximize the participant’s success and opportunity to continue in the program.
  • Ensures participant is knowledgeable and has access to adjunct services offered through Goodwill, such as job skills training.
  • Provides administrative staff with statistical information and data to support program goals.
  • Attends regularly scheduled staff meetings to ensure coordination of services with other Goodwill programs and community partners.

Cultivate Positive Rapport with Community Partners and WorkFirst Participants

Establishes and maintains productive working relationships with non-profit and government agencies in the community to facilitate the placement of CJ and other WorkFirst participants within their facilities.

Capable of relating to and building relationships with individuals that have barriers to employment, including long periods of unemployment and limited work skills.

Manage Participant Documentation

The WorkFirst Case Manager is required to complete and submit all documentation in accordance with the Washington State Department of Commerce and DSHS as required under the contract submitting progress reports at required intervals and as needed

Qualifications / Basic Job Requirements :

  • Bachelor’s Degree in Human Services or related field preferred but not required.
  • 2 years’ experience in working with persons with barriers to employment is highly preferred but not required.
  • Must have strong working knowledge of developing a work history and acquiring work skills
  • Valid driver’s license, reliable vehicle, and proof of vehicle insurance required after start date (100 / 300; full coverage)
  • Demonstrate cultural competence; specifically, awareness, attitude, knowledge, willingness and skills to work effectively with a culturally and demographically diverse population
  • Exceptional analytical, judgment, decision-making and communications skills
  • Superior coaching, leadership and interpersonal skills, including the ability to build understanding and concensus

Supervisory Responsibilities : This position does not have staff supervisory responsibilities. Supervises and supports participants.

Cultural Competency : Ability to work in a diverse organization. Ability to work on a team and willingness to roll up one’s sleeves to get the job done.

Language Skills : Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;

ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of the organization.

Mathematical Skills : Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals;

ability to compute rate, ratio, and percent and to draw and interpret bar graphs; ability to write and prepare budgets.

Computer Skills : To perform this job successfully, an individual should have knowledge Microsoft Office products.

Other Skills and Abilities : Comprehensive understanding of all aspects of WorkFirst Case Manager.

Certificates, Licenses, Registrations : Washington State Driver’s License required

Other Qualifications : Self-motivated; resourceful, creative; high integrity; problem solver; positive can-do approach; and ability to build effective working relationships.

Must be able to travel throughout the community during business hours to other Goodwill locations, partnership locations and to Goodwill conferences and other locations for professional development.

Physical Demands : While performing the duties of this job, the employee is regularly required to sit, talk, hear, and type.

The employee is regularly required to stand; walk and reach with hands and arms. The employee must occasionally lift and / or move up to 10 pounds.

Specific vision abilities required by this job include close vision.

Work Environment : The noise level in the work environment is usually moderate.
