The Associate Vice President of Financial Operations provides leadership for the University’s Business Office, internal and external reporting, and continuous improvement efforts.

This position reports directly to the Vice President of Finance and Business and Chief Financial Officer (CFO).

Financial Operations and Reporting

  • Collaborate with institutional stakeholders to prepare the annual operating, capital and cash budgets.
  • Coordinate data and documentation for the multiyear financial plan as part of the University’s strategic planning process with the CFO, Budget Managers, and other key personnel.
  • Monitor the University’s short-term cash requirements, make recommendations to the CFO and execute the movement of funds as required.
  • Update the cash projection on an ongoing basis and coordinate changes in forecast assumptions between the cash projection and the multiyear financial plan.
  • Initiate Title IV GAPS financial aid funds transfers, as well as other draw-downs for government agency grant funds.
  • Responsible for reviewing financial information on grant proposals and reports.
  • Ensure regulatory compliance and best practices are adhered to for Uniform Guidance and other sponsored programs.
  • Liaison with Student Financial Services and Financial Aid to ensure student data and scholarships are applied appropriately.
  • Liaison with Institutional Advancement; perform ongoing reviews of gift and pledge documentation and preparation of pledge workpaper and entry each quarter.
  • Work with third party partners to ensure accurate reporting is received.
  • Manage and coordinate various key financial projects including, but not limited to, capital expenditures, purchasing initiatives, payroll contracts, and collaborative partnerships.
  • Prepare and submit Business Office department budget in consultation with the Controller; expend funds as authorized and monitor and control expenditures;

prepare the university-wide benefits budget in consultation with the Associate Vice President of Human Resources.

  • Ensure accuracy and timely preparation for all compliance, financial statement audit, tax, and other internal and external reporting.
  • Responsible for ensuring the completeness, accuracy, and integrity of the financial records of the University.
  • Assist CFO in preparation of reports and presentations to the Finance Committee, Board of Trustees, and President’s Cabinet.

Other Responsibilities

  • Maintain current knowledge of federal and state laws and regulations as they impact all areas of responsibility as well as the tasks performed by the Controller.
  • Recommend and implement changes in office policy and procedures. Initiate process redesign throughout the department, as appropriate.
  • Manage the Budget Development and Budget to Actual modules of Ellucian Colleague with responsibility for providing access to these modules.
  • Perform other job-related duties as required.

Supervisory Responsibility

  • Leadership and supervision of all Business Office staff functions. In consultation with the CFO, determine standards of performance and assessment of the Business Office staff to ensure attainment of operational and financial objectives.
  • Interviewing, hiring, training and development of employees; planning, assigning, and directing work; appraising performance;

rewarding and disciplining employees, recommending promotion, transfer, or dismissal; addressing complaints and resolving problems as appropriate in accordance with Human Resources’ policies.

Carry out supervisory responsibilities in accordance with the University’s policies and applicable laws.

Requirements

  • A Master’s degree in Finance or an MBA is preferred, with professional experience in accounting, finance, and administration in higher education.
  • Certified Public Accountant status a plus.
  • Leadership, planning, management, organizational, and supervisory skills required.
  • Thorough knowledge of the applicable laws and administrative policies governing university finance practices and procedures and the principles and practices of not-for-profit accounting.
  • Knowledge of IRS and US Department of Education issues related to higher education.
  • Proven ability to promote teamwork and collaboration within teams as well as with colleagues across the organization.
  • Ability to recognize University priorities and work cooperatively to support their accomplishment.
  • Ability to conceptualize and operationalize goals and objectives for the department.
  • Keen attention to detail with an exemplary work ethic.
  • Strong presentation skills required with ability to market programs and ideas; to communicate effectively both verbally and in writing;

to establish positive public relations, and to interact effectively with a wide variety of people.

  • Advanced technology Skills (Excel, Microsoft Word, PowerPoint, Zoom, Teams), required; experience using Ellucian Colleague system, preferred.
  • Ability to uphold the University’s commitment to inclusive excellence in a diverse educational community.

Working Conditions / Physical Demands

  • This position is eligible for a hybrid work schedule of on-campus and remote work.
  • May spend extended periods at terminal, on telephone, or operating other office machines, requiring eye-hand coordination and finger dexterity.
  • May require evening and weekend availability.
  • Normal office environment, not subject to extremes in temperature, noise, odors, etc.
