Position Summary : The Office of Nonpublic and Charter Schools is responsible for more than 800 nonpublic schools, 280 charter schools, and 370,000 students throughout all five boroughs of NYC.

Office of Nonpublic and Charter Schools works collaboratively with City Hall, New York City Public Schools (NYCPS), various religious leaders, school leaders, elected representatives, the standing committee members as well as community members from diverse religious and cultural and linguistic backgrounds.

Office of Nonpublic and Charter Schools is responsible for more than $100M in federal funding in support of ESSA across various Title funding sources, $46M in allocations for the Smart Schools Bond Act (SSBA), and more than $3B in tax levy funding allocations.

serves as the fiscal pass-through agent for charter per pupil and New York State charter funding streams. The Office of the First Deputy Chancellor’s coordinated efforts align the needs of students with available resources to improve outcomes.

The Associate Director, Finance interacts with a broad range of DOE offices and function areas. Performs related work.

Key Relationships : Will coordinate financial support to all charter schools operating in New York City. Interacts with the Division of Contracts and Purchasing (DCP), Office of Auditor General (OAG), Office of Student Enrollment (OSE), and other DOE Central offices, City agencies, advocacy organizations, and the Charter School Center.

Responsibilities

  • Supports the management of the day-to-day work of the finance team, ensuring transparent and timely disbursement of payments to each charter school, based on an accurate account of the number of students enrolled.
  • Manages the pass-through of New York State Textbook Law (NYSTL) and Individuals with Disabilities Education Act (IDEA) funds to charter schools.
  • Supports budget and procurement tasks.
  • Contributes to the determination of big-picture implementation strategies and corresponding finance strategies; supports clear work process flows.
  • Supports management of project timelines, milestones and deliverables with both internal and external stakeholders.
  • Provides critical, technical operational information, as available from DFO, including central policy and process updates and changes.
  • Communicates and enforces budget policies and guidelines.
  • Identifies shared operational challenges and advise accordingly regarding policy updates or changes.
  • Serves as a resource to other staff members regarding business-related questions.
  • Purchases goods and services for the office and prepare and monitor the progress of orders through the Financial Accounting Management Information System (FAMIS).
  • Completes procurement transactions in FAMIS. Encumber and pre-encumber funds. Assists with modification requests and certification of delivery.
  • Prepares transparent and timely disbursement of payments to each charter school, based on an accurate account of the number of students enrolled.
  • Coordinates pass-through of New York State Textbook Law (NYSTL) and Individuals with Disabilities Education Act (IDEA) funds to charter schools.
  • Troubleshoots operational problems as they arise at individual schools, identifying early warning signs of financial problems at individual schools.
  • Works closely with Division of Budget Operations and Review (DBOR) and Division of Contracts and Purchasing (DCP) to ensure the appropriate and timely allocation of funds.
  • Prepares high-level reports and presentations for the Chancellor, DOE Cabinet members, and other groups on behalf of the Executive Director.
  • Interacts with other NYS charter authorizers regarding fiscal issues and concerns.
  • Troubleshoots, problem-solves, and anticipates issues that affect charter schools in development and ongoing operation.
  • Develops tools to communicate best practices, e.g., reference guides, memos, and training manuals.
  • Prepares and writes correspondence as necessary.
  • Supports other projects as needed.

Qualification Requirements :

Minimum

  • A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field and at least two (2) years of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher, one (1) year of which must have been in a supervisory / consultative capacity; or
  • A baccalaureate degree from an accredited college and three (3) years of full-time satisfactory professional experience as described in 1 above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus seven (7) years of full-time, satisfactory professional experience as described in 1 above; or
  • A combination of education and / or experience which is equivalent to the requirements in "1," "2," and 3 above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent as well as the two (2) years of full-time satisfactory professional experience as described in 1 above.

Preferred

  • Graduate degree in business, management, accounting, public policy, economics, education, or related fields.
  • Management experience with working knowledge of public education, public charter schools, and / or interest in public education.
  • Experience in financial management and governance structures of nonprofit organizations.
  • Project management experience and problem-solving skills related to gathering, organizing, analyzing, and presenting data.
  • Ability to anticipate, initiate, and prioritize projects in a rapidly-changing environment.
  • Deep understanding of all DOE systems, including Galaxy, FAMIS, EIS, etc.
  • Skilled in group problem-solving and working with complex concepts in a dynamic setting.
  • Excellent data analysis and presentation skills.
  • Strong statistical and analytical skills.
  • Excellent writing, editing, and communication skills.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
  • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.
  • Attentive to detail; extremely well organized.
  • Customer service orientation.
  • Ability to work under pressure and meet frequent and changing deadlines.
  • Ability to solve organizational roadblocks.
  • Advanced proficiency in computer software programs, particularly Microsoft Word, Excel, PowerPoint, Visio, and Access.

Salary : $103,446 - $120,000

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
