The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO's Operations department invites applications for a full-time Senior Analyst / Senior Engineer, Gas / Electric Coordination.
As Senior Analyst / Senior Engineer you will provide fuel supply and inventory support to real time control room operations and planning efforts at the NYISO.
Develop in depth knowledge of natural gas physical injection and withdrawal points from the pipeline system, gas supply purchasing and selling between generators and marketers, pipeline capability monitoring and gas contingency operation, and gas transportation arrangement protocols for the interstate and LDC pipelines.
Enhance tools to provide situational awareness of energy security needs.
The Senior Analyst / Senior Engineer will have a strong understanding of the NAESB business practice rules, various gas commodity trading platforms, and the potential gas operational flexibility allowed under various gas pipeline and LDC balancing and penalty tariff provisions.
Develop tools to monitor and provide reports on generator alternate fuel capabilities, current inventory status, replacement delivery capabilities and timelines, and identify fuel assurance deficiencies.
Working alongside the Principal, provide subject matter expert on fuel and energy assurance for the NYISO, in external committees, projects and meetings, and recommends procedure and policy changes.
ESSENTIAL DUTIES and RESPONSIBILITIES
- Support the Energy Security team in providing expertise on fuel assurance.
- Participate in meetings between the NYISO and natural gas pipelines, markets, and LDCs.
- Interface within the energy security team on gas-electric coordination, energy security, generator capability, and winter reliability risks.
- Develop and maintain industry relationships, acting as the alternate NYISO contact for fuel and energy concerns with Transmission Owners, natural gas pipelines and LDCs, and Generator Operators, independently analyzing and validating information to identify reliability concerns.
- Evaluate current and upcoming conditions related to natural gas system limitations and daily pricing, providing analysis of both current and future conditions, and distilling the consequences of future fuel usage and inventories into impacts on power system reliability.
- Interface and facilitate connection between Grid Operations, Grid Transition, Scheduling, MMA, Market Design, Installed Capacity Market Operations.
Operations Performance and Analysis, IT, and Planning for any projects, studies, or real time conditions related to fuel and energy security.
- Work with other team members within Energy Security and Grid Transition for matters related to fuel security.
- Participate in external working groups such as those at the State (DPS / PSC NGRAG, EGOC, NYSERDA, NYSRC), Regional (EIPC, NGA, NPCC), and National (IRC, NAESB, NERC) levels, directly influencing development of industry standards, conducting in depth analysis and providing assessments of these changing standards to all levels of the NYISO.
- Monitor the commercial and market interactions of severe weather, gas storage, pipeline constraints, core & non-core gas demands other macro-economic factors and comment on gas pricing outcomes.
- Review expected changes to generation fuel supply mix and system electrification to develop operational, capacity market, and energy market enhancements to ensure grid resiliency.
- Assist in designing and creation of fuel assurance monitoring tools, models, and study efforts across New York and the Northeast US, including identification of potential fuel and energy shortfalls.
- Develop and employ data analysis techniques to review fuel survey data on a weekly basis, providing results to Grid Operations and identifying actions needed to maintain system reliability.
- Contribute in the developing of Uncertainty Response Tool (URT), which involves collaborating with multiple groups across the organization, integrating data, working with consultants, developing different scenarios, and running the tool.
This tool will help analyze potential scenarios in energy demand and supply, considering various uncertainties such as weather conditions, sudden changes in energy consumption, and availability of renewable energy sources.
- Monitor industry research, publications, planning studies, providing input and oversight on the forecast of fuel assurance for the generation fleet.
- Assist with seasonal preparation and post-mortem analysis of weather and fuel driven power system events, developing fuel and energy security material for review with stakeholders at NYISO Operating Committee and Management Committee meetings.
- Provide feedback on gas assurance capability, markets, business practice proposals, and pricing outcomes to external stakeholders, including the New York State Reliability Council.
- Develop and maintain the research and analysis tools required to understand gas trading dynamics.
- Maintain up-to-date knowledge of gas industry regulations and potential changes that may affect the markets.
Qualifications : Senior Engineer :
Senior Engineer :
Bachelor's degree (BS) in Electrical Engineering required with preference for coursework in power systems, electrical engineering, power system components (generation and transmission equipment, concepts and principles);
Master's degree (MS) in Power Systems desired.
Senior Analyst :
- Bachelor's degree (BS) in Statistics, Mathematics, Economics or Business required; Master's degree (MS) in Power Systems desired.
- Seven years of progressively more responsible experience in power system operations of the NYS Bulk Power System including broad experience in gas-electric coordination, supporting control room operations, power dispatching, load scheduling and station operation;
or equivalent combination of education, training and experience.
ADDITIONAL REQUIREMENTS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations.
Ability to write technical reports and business correspondence. Ability to effectively present information and respond to questions from staff.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
Ability to apply concepts of basic algebra and geometry.
Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Experience with diverse software programs used to schedule transactions and maintain data.
Proficiency in EMS, energy management, power flow, NERC software tools and LBMP software required.
- Repeatedly conduct appropriate and effective analysis in order to make quantitative and economic influenced decisions over a short period.
- Must demonstrate strong attention to detail and be able to effectively manage multiple tasks with precision and speed. While remaining calm in stressful conditions.
- Ability to deal with a variety of abstract and concrete variables.
- Must have a working knowledge of the operation of personal computers and applicable software as it pertains to NYISO operations.
