Salary range is $60k to $140k, with a midpoint of $95k. New hires typically receive between minimum and midpoint; however, we may go slightly higher based on experience, internal equity, and market.

GENERAL PURPOSE :

Under general direction performs a full range of detailed analysis of mission-critical light rail operational material and service needs.

Recommend and apply the most expedient method to deliver timely, fair, and reasonable prices for Sound Transit materials purchasing and professional services contracts in junction with the Procurement and Contracts Division.

Initiate required sole source, proprietary, and routine purchasing documentation, such as executive summary memos and staff reports following the process through with Procurement and Contracts to closure.

Provide detailed inventory management information based on historical purchasing and usage; forecast future needs for light rail vehicles, traction power systems, track, signals, and facilities.

Work as a liaison between rail maintenance and contracts. Analyze materials and services proposals and scope of work for delivery methods and reasonableness of costs.

Serve as a rail system materials inventory, and asset management subject matter expert assisting staff, consultants, and management with all matters of inventory, asset management, and requirements of all applicable FTA, State, and Sound Transit policies, procedures, guidelines, and laws.

ESSENTIAL FUNCTIONS :

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Coordinates with the storeroom supervisor when ordering parts, supplies, materials, maintenance fluids, and services. Maintain continuity of supply through coordinated planning and scheduling.

Exercise ownership of Min / Max inventory levels.

  • Generate requisitions, blanket requisitions, prepare independent cost estimates (ICE) based on analysis, obtain vendor quotes, W9’s, determine applicability of purchasing method, and place orders through the Agency Procurement and Contract guidelines and policies.
  • Print division PO’s and blanket releases, send to vendors and monitor procurement progress.
  • Collaborates with parts Clerks, Accounts Payable, Procurement & Contracts, and Administrative support staff to resolve invoice and damage discrepancies.
  • Ensures inventory accuracy and serves as point of contact for audits.
  • Acts as the point of contact for the Link Asset Management program in regards to procurement.
  • Responsible for warranty terms, conditions, and enforcement on material purchasing.
  • Analyzes purchasing history of inventory parts, maintenance fluids, goods, and services; reviews the reorder reports and forecasting tools with inventory to assist with procurement planning of these items.
  • Reviews and assesses scopes of work and specifications submitted by Link departments or prepares scopes of work for user department review through references and research.

Conducts reviews of contracts to ensure that maintenance needs are fully incorporated.

Performs analyses on a variety of elements of service contract proposals; analyzes material cost proposals for reasonableness, allowableness, and requirements in order to achieve fair and reasonable prices for the Agency;

analyzes market prices of proposals from contractors and consultants.

  • Makes releases against purchase orders and awards non-bid and informally bid items.
  • Provides guidance, technical expertise, and expert-level advice relative to area of assignment to department and division management and staff;

conducts research and drafts recommendations to management; develops materials and services policies and guidelines.

  • Supports materials and services for multiyear mid-life overhaul projects for light rail vehicles, traction power systems, track, signals, SCADA, structures, and facilities.
  • Assists with the development and maintenance of a cost rate database or other forms of information to be used for analysis and reporting purposes.
  • Serves as the point of contact for build or buy’ studies within the rail maintenance department working closely with maintenance and maintenance planning staff.
  • Ensures compliance with Agency policy as well as federal, state, and local laws and regulations; responds to state and federal audit requests, resolves findings and recommendations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the area of assignment;

maintains awareness of federal, state, and local regulations and the impact of changes on the Agency.

MINIMUM QUALIFICATIONS :

Education and Experience : Bachelor’s Degree in Finance, Business Administration, Accounting, Purchasing, or closely related field.

Four years of heavy industrial parts inventory management and purchasing / contracting inventory experience; OR an equivalent combination of education and experience.

Required Knowledge and Skills :

  • Generally accepted heavy parts purchasing, issuing, receiving, inventory, and inventory control principles, practices, and procedures.
  • In-depth knowledge of maintenance work order systems and asset management principals.
  • Statistical methods and concepts and other analytical tools used in materials and services price analysis.
  • Basic knowledge of algebra and geometry.
  • Ability to read and interpret drawings, schematics, and chart recordings.
  • Basic electrical principles and laws.
  • Principles of warranty management.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Preparing clear, concise reports and correspondences.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities and produce detailed quality work within tight time frames.
  • Critical and analytical thinking in conducting research and analysis and in preparing and analyzing complex data and comprehensive reports.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports (Word, PowerPoint, Excel, Visio, and SharePoint).
  • Mathematical skills in calculating figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Interpreting and applying federal, state, and local policies, laws, and regulations.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Effective oral and written communication while working with diverse work groups and individuals.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Physical Demands / Work Environment :

Work is performed in a standard hybrid office environment with periodic visits to maintenance work areas, storerooms, and off-site storage facilities as required.

Positions working in the field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and / or extreme noise.
