JOB SUMMARY :

The is responsible for overseeing the planning, development, and implementation of operational policies and procedures for health and safety.

This scope includes medical records, dental records, mental health files, and nutrition for all children. The Health and Safety Manager implements the program’s management systems and procedures, family involvement, planning, communication, record keeping and reporting, ongoing monitoring, and self-assessment as it relates to health, safety, and facilities.

This position works closely with the agency’s Food Services Coordinators to ensure nutritional meals are served to the children and provides input to meal planning.

This position is responsible for ensuring that program services are provided to families with children who have extra health needs.

The develops, implements, coordinates, and evaluates services and methods for both staff and families in providing the overall health approach in the program.

This position works within an interdisciplinary team setting with other Head Start staff using case management protocols that integrate service areas to address identified concerns for children.

DUTIES AND RESPONSIBILITIES :

Health and Oral Health Services

  • The Health and Safety Manager is responsible for health and oral health services provided to children and families ages pre-natal to 5 years old for center-based, home visiting and partner sites programs.
  • Oversees and includes supervision of health / nutrition services staff and consultants, including on-call dentists, registered nurses, and registered dieticians.
  • Develops and maintains relationships and works with various medical and dental professionals and community agencies, which provide support services to children / families and offer professional expertise to the Health Services Advisory Committee (HSAC).
  • Develop collaborations, partnerships, and training opportunities in the fields of health and nutrition.

Safe Environments

  • Works collaboratively with the Facilities unit and Program Operations unit (School Readiness) to ensure early learning centers are safe, healthy, and in compliance with local, state, and federal laws and regulations including all outdoor program spaces.
  • Implements a system of management, including ongoing training, oversight, correction and continuous improvement in accordance with , that includes policies and practices to ensure all facilities, equipment and materials, safety training, safety and hygiene practices and administrative safety procedures are adequate to ensure child safety for 20 directly operated classrooms, 22 home visiting groups and 11 partner site classrooms.
  • Ensures indoor and outdoor play equipment, cribs, cots, feeding chairs, strollers, and other equipment used in the care and socialization groups of enrolled children, other equipment and materials meet standards set by the Consumer Product Safety Commission (CPSC) or the American Society for Testing and Materials, International (ASTM) meet safety standards for 20 directly operated classrooms, 22 home visiting groups and 11 partner sites.
  • Oversees service contracts, lease agreements, and integrated pest management systems.
  • Establishes, follows, and practices procedures for Emergencies, fire prevention and response, protection from contagious disease, including appropriate inclusion and exclusion policies for when a child is ill, and from an infectious disease outbreak, including appropriate notifications of any reportable illness, the handling, storage, administration, and record of administration of medication and child specific health care needs and food allergies that include accessible plans of action for emergencies.
  • Establishes, oversees and implements a disaster preparedness planfor 10 early childhood sites.

Health and Safety Related Trainings

  • Coordinates all necessary staff trainings related to health and safety compliance. Related trainings are CPR, first aid, active supervision, food handler certifications, and the administration of medication to children.
  • Works to ensure that all sites maintain accurate and correct documentation to administer medication and other interventions related to health and safety on site.

Quality Assurance / On-going Monitoring

  • Maintains quality assurance unit by perform on-going monitoring, feedback, and corrective action to ensure compliance and quality programming with state, federal, Community Care Licensing, Child and Adult Care Food Program, and Illinois Department of Education regulations, guidelines, and laws.
  • Aggregates and reports out health and safety related program data regularly to supervisor.
  • Utilizes health data to promote quality improvement practices.

In addition to the responsibilities listed above, all Gads Hill Center employees are responsible for the following :

  • Participates in agency outreach and recruitment events, including evenings and weekends.
  • Participates in supervision meetings with supervisor and attends workshops within the agency and outside (if applicable) for Parent Engagement content.
  • Participates in civic engagement activities that advance the mission of Gads Hill Center throughout the agency.
  • Performs other duties, as assigned.

QUALIFICATIONS :

  • Bachelor’s degree required
  • Illinois Gateways Credential Level 5 minimum. (Level 5 by 2024)
  • A minimum of 3 years previous direct service experience with children and families.
  • Parent engagement, advocacy, or outreach experience preferred.
  • Bilingual (Spanish / English) required.
  • Excellent interpersonal communication and organization skills.
  • Ability to pass a criminal record and child abuse / neglect registry check.
  • Must have a valid Driver’s License, access to reliable transportation and willingness to travel locally.

Entry Salary Range : $ 60,000 / year
