Title : Systems Administrator (IT)
Location : Philadelphia, PA
Salary : $90,000 - $110,000
Job Summary :
This position is responsible for the leadership and coordination of the information technology (IT) services of the organization.
Has primary responsibility for short and long-term planning of the technical infrastructure to ensure that it supports current and future organizational objectives.
The individual in this position provides oversight to the management of the organization’s computer software systems, servers, and networks, for the implementation and integration of enterprise systems and associated subsystems.
This person will be responsible for administering our organization’s day-to-day operations of local personal computer systems and servers as well as our Microsoft Access database and ImageRight system.
Key Responsibilities & Duties :
- Works closely with the Executive Director to meet the business objectives of the association. This includes clear and consistent communication about facts, developments, and milestones
- Works closely with Executive Director, Director of Accounting, General Counsel and member guaranty funds to meet the security needs of the association
- Direct and manage computing and information technology plans, policies, programs, and schedules for business and finance data processing, computer services, network communications, and management information services to accomplish corporate goals and objectives
- Assist staff to identify and resolve operational problems
- Identify technology strategies that the client could provide to positively impact guaranty funds’ ability to execute their statutory duties.
Communicates the value of these services (through committees when appropriate) to support the development and release of these services
- Complete review of annual IT Audit Review Reports
- Prepare objectives and assist in budget preparation to facilitate the orderly and efficient management and improvement of all provided IT services
- Interact with company managers on internal and external operations that are impacted by the capture, storage, processing, and dissemination of information.
- Review and approve major contracts for computing and information technology services and equipment
- Review claims data entry for accuracy and compliance
- Establish company infrastructure to support and guide individual departments’ information technology needs
- Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures that align with the organization’s needs and overall mission
- Oversee the development, design, and release of new applications and changes to existing computer systems and software packages
- Responsible for the development, review, and certification of all backups and disaster recovery procedures and plans
- Identify emerging information technologies to be assimilated, integrated, and introduced within the company. If new technologies can provide new or upgraded value to the organization;
develop and communicate strategies to implement these new technologies.
- Evaluate overall operations of computing and information technology functions and recommend enhancements
- Advise senior management on strategic systems conversions and integrations in support of business goals and objectives
- Direct the information and data integrity of the company and its business units.
- Monitor activity and reporting at the UDS
- Monitor and maintain CMS reporting
- Recruit, train, supervise, and evaluate department staff
- Utilize claim database, ImageRight, Microsoft Access, Word, Excel, Outlook and video conferencing programs
- Other duties as assigned

Education and / or Experience
- Experience in strategic planning and execution.
- Knowledge of contracting, negotiating, and change management.
- Knowledge of information technology computer systems and software and the ability to manage the entire spectrum of information technology operations.
- Experience with implementation of information technology integrations in an organization.
- This in-depth knowledge is usually obtained with a bachelor’s degree in IT or a related field, including or supplemented by courses in IT, or the equivalent in experience.
- A minimum of ten (10) years’ experience in IT is required. Work requires willingness to work a flexible schedule.
Communications :
Work involves frequent contact with others beyond immediate associates, including vendors and other IT professionals. Articulate communication by both telephone and in written correspondence require cohesive explanations, tact, and a pleasant manner, where improper handling may have an adverse effect on the Company’s image and reputation.
Working Conditions :
Working conditions are normal for an office environment. Work may require occasional weekend and / or evening work. Overnight travel may be required.
Physical Requirements :
- Must be able to remain in a stationary position 100% of the time.
- Needs to occasionally move about the office to access documents, office machinery, etc.
- Constantly operates a computer and other office machinery, such as a copy machine and computer printer.
