Job Summary
The Program Analyst serves as a Staff Action Officer and advisor to the PROGRAM Senior Consultant and Program Manager for the Army National Guard Bureau (ARNG).
The Analyst provides assistance and technical support via research and analysis. The Analyst presents program related data that affect the program as well as provides suitable recommendations.
The Analyst shall assist with training and technical support to the program Support Team. The Analyst shall assist the Senior Consultant in providing coordination and completion of DOD, DHA, and DA-level staff actions related to the program as well as synchronize correlating health assessments to include but not limited to the Mental Health and Periodic Health Assessments (MHA & PHA).
The Analyst shall assist in planning and facilitating working groups identified to work emerging program related issues, events, and policies which impact the ARNG by recommending modifications to polices, directives, clinical and training guidelines.
The Analyst shall provide administrative assistance and support for health assessment optimization and policy integration by coordinating and scheduling program screening events for use in tracking completion and referral rates in monthly briefings to Senior Army Leaders and assisting program Soldiers in obtaining access to care in support of readiness issues.
Responsibilities and Duties :
- The Program Analyst shall provide data metrics, assist in preparing draft briefings, information papers, executive summaries, executive correspondence, white papers, and other written products.
- The Analyst shall coordinate with internal and external agencies such as, but not limited to, the Army Deputy Chief of Staff, G-1, Army G-9, program management team, Medical Command (MEDCOM), Regional Health Commands, Deployment Health Assessment, Defense Health Agency (DHA), United States Army Reserve (USAR), United States Army National Guard, Department of the Army Civilians (DAC), Veterans Health Administration (VHA), Military Training Facilities (MTFs), Armed Forces Health Surveillance Center (AFHSC), Department of Defense Manpower Data Center (DMDC), The Army Casualty and Mortuary Affairs Operation Center (CMAOC), and U.
S. Army Human Resources Command (HRC).
The Analyst shall assist the Senior Consultant in researching, preparing and providing recommendations to queries from internal interest groups such as Regional Health Commands, coordinators and points of contact as well as field inquiries from Commanders, Unit Representatives, and Soldiers;
as well as external groups to include but not limited to Congress, the White House, and / or the media for senior leaders within DOD, DHA, ARNG, and / or DA.
- The Analyst shall provide recommendations and draft documents to the Senior Consultant and Program Manager regarding emerging ARNG program related issues.
- The Analyst will provide direct liaison and coordination of activities between all Army Components regarding support policies and procedures with the ARNG.
- The Analyst will track and report program performance metrics regarding ARNG completion and compliance rates among individual units, the Community Care Unit (CCU) population, and applicable ARNG sites.
- The Analyst will assist in planning, hosting and executing, the Annual ARNG Training Conference. He / she will prepare training course schedules and agenda, schedule trainers, subject matter experts, and coordinate facilities and lodging.
- The Analyst shall provide administrative support to the Senior Consultant with planning and facilitating working groups identified to work emerging program related issues and policies that affect the ARNG and Total Army.
- The Analyst shall identify and provide the Senior Consultant and Program Manager with recommendations to modify ARNG policy directives appropriate for revision to institutionalize requirements, integrate and synchronize with other health assessments.
- The Analyst shall assist in developing, drafting, and / or revising information for Operation and Executive Orders.
Experience and Education :
Bachelor's Degree Must be able to pass an extensive background investigation 3 years of comparative experience (managing, staffing, reviewing, QC, training) Previous military experience or military support experience Experience developing and staffing policy and procedures Strong organizational and communication (reading, writing, comprehension) skills Proficiency on MS Office programs
Highly Desirable Experience, Knowledge, Skills, Abilities :
Junior Officer or Senior NCO experience Ability to write in a clear and concise manner QC analysis experience Experience working with ARNG, Active Army and / or MEDCOM Training development and / or management experience Ability to work with teams in a collegial and supportive environment Ability to work through exhaustive processes to successfully complete a project Ability to deal with people at all levels and socioeconomic lines Ability to manage multiple concurrent tasks Ability to perform under stress
