In this role, you will serve as a technical and program expert on social equity and human rights issues affecting our community.

You will collaborate with leaders and staff across the organization on programs, policies, and procedures to foster a culture of belonging for all residents and visitors of Eugene.

You will provide staff support for our Human Rights Commission and its work groups. You will collaborate with state agencies and community groups to promote education about and reporting of hate crimes and discrimination.

You may also need to provide support for victims of bias crimes and discrimination incidents in the form of information and referrals.

You will collaborate with the Eugene Police Department to prepare annual reports on hate crimes, promote community awareness, and coordinate public response as needed.

You will participate in community events and meetings and advise City leadership on the development of inclusive policies and programs, which may include delivering training for staff, consulting on City plans, policies, and programs, and facilitating advisory board and committee work.

Salary Range : $85,134.40 - $110,656.00 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials.

Department / Division : Central Services / Office of Equity & Community Engagement

Work Location : City Hall, 500 E 4th Ave, Eugene, OR 97401

Must reside in the state of Oregon and be able to report onsite in Eugene, OR for work as needed.

Work Schedule : Monday - Friday, 8 : 00 AM - 5 : 00 PM with occasional weekends and evenings per business need.

Minimum Requirements :

Experience : Two (2) years of professional experience in program administration, preferably in the public sector. Six (6) months of supervisory experience is preferred.

Education : Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area.

Licenses and Certifications : Possession of or ability to obtain, and maintain an appropriate, valid Oregon Driver's License (Oregon law requires that an out-of-state license holder must obtain a valid Oregon license within 30 days of becoming domiciled in the state).

MUST PASS A BACKGROUND CHECK

The ideal candidate will possess the following Knowledge, Skills, Abilities :

  • Knowledge of modern principles and practices of program development and administration.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Knowledge of research methods, techniques and procedures.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of principles of supervision, training and performance evaluation.
  • Knowledge of modern office procedures, methods and computer equipment.
  • Knowledge of relevant Federal, State and local laws, codes and regulations.

Skills and Abilities in :

  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations.
  • Performing a variety of administrative duties with little supervision.
  • Gaining cooperation through discussion and persuasion.
  • Developing and evaluating improvements in operations, procedures, policies, or methods.
  • Effectively administering assigned program responsibilities.
  • Learning the operation, policy and procedures of the department.
  • Communicating clearly and concisely, both orally and in writing.
  • Analyzing and interpreting research findings.
  • Establishing and maintaining cooperative working relationships.
  • Administering a variety of administrative, budgetary and clerical activities.
  • Evaluating and developing improvements in operations, procedures, policies, or methods.
  • Preparing a work plan and coordinating the work of a project team.
