All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter.

Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources.

All accidents will be reported to Human Resources within 48 hours.

In order to be offered any position within our Head Start program, you must be currently enrolled in Oregon's Central Background Registry.

P osition Summary :

In support of the Agency's mission and under the direction of the CACFP Supervisor, the Food Services Specialist ensures the provision of quality comprehensive Early Head Start and Head Start nutrition services in the CACFP (Child and Adult Food Program) component.

This position works closely with the CACFP Supervisor and the Child Development Leadership Team (CDLT) to ensure that the food service program is implemented in accordance with the program policies and procedures and state and federal regulations.

This position works collaboratively with the CACFP Supervisor and the Food Service Assistants to maintain nutrition standards for CACFP meals and snacks by following ongoing monitoring plans and auditing compliance.

Essential Functions and Responsibilities :

  • Collaborate with the CACFP Supervisor to administer the on-site and off-site cost-effective food service operation for the Head Start / Early Head Start programs according to federal, state, and local regulations as well as Head Start Performance Standards.
  • Provide daily administrative support to the CACFP Supervisor and other leadership members as assigned.
  • Provide prompt, accurate and effective administrative support including, but not limited to composing and sending written and electronic correspondence to staff in an accurate and timely manner, performing word processing functions, and creating and formatting excel documents and including manipulating excel formulas.
  • Perform data entry and information management in a variety of databases. Analyze information gathered from reports and prepare documents summarizing reports.
  • Responsible for ensuring that orders, inventory and distribution of food service supplies are completed and maintained for the program.
  • Work with the CACFP Supervisor to write and review menus to ensure they meet CACFP nutritional guidelines.
  • Work with the Parent Engagement Specialist and Food Service Assistants to coordinate a menu for Policy Council and other meetings as needed.
  • Act as a resource and assist the CACFP Supervisor in promoting nutrition education for children, staff, and parents.
  • Assist the CACFP Supervisor with preparation for trainings and workshops throughout the year.
  • Assist the CACFP Supervisor in monitoring Head Start and Early Head Start sites for CACFP compliance by conducting site visits in accordance with CACFP guidelines and conducting regular compliance audits of files, documents and reports.
  • Work with Food Service Assistants and other staff to ensure that program food service operations are maintained in a safe and sanitary manner.

Report issues to CACFP Supervisor when applicable.

  • This position will require flexibility, providing food service support at sites as needed in support of staff absences.
  • Strictly adhere to all safety policies and procedures at all times and respond / correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Required Education / Training / Experience :

  • High School diploma or equivalent and at least two years of administrative support experience. An equivalent combination of education and experience may be considered.
  • Advanced level of proficiency in technology tools such as Microsoft Office applications, databases, spreadsheets (including formulas and tables), charting, etc.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and ability to multitask.
  • Ability to read, write, and communicate effectively in English.
  • Must be able to successfully pass applicable background and Oregon Central Background Registry checks prior to new hire processing and beginning actual employment.
  • Completion of appropriate Fit for Duty and TB Testing according to Head Start regulations prior to date of hire.

Preferred :

  • Associate's degree or higher in related field.
  • Experience with and / or knowledge of Head Start.
  • Bilingual English / Spanish written and verbal.
  • Ability to translate written materials from English to Spanish.
  • Knowledge of CACFP and / or other USDA Child Nutrition Programs
  • Experience working in a school administration or non-profit setting.

Required Licensing or Other Special Certifications :

  • Current Oregon Food Handler Card (or acquired within 7 days from date of hire).
  • Current Oregon Registry Step Certificate (or acquired within 90 days from date of hire).
  • Current First Aid / CPR certification (or acquired within 30 days from date of hire).
  • Completion of mandatory child safety trainings, including : Introduction to Child Care Health and Safety, Recognizing and Reporting Child Abuse, Prevention is better than Treatment, and Infant Safe Sleep.
  • New Head Start Employee Orientation Training

Required Physical Demands of Essential Functions and Responsibilities :

Under Oregon statute, after July 1, 1996, an offer of employment for this position is contingent upon the results of a criminal offender information record check and, possibly, fingerprinting, conducted on applicants for employment in early childhood services agencies.

Applicants who have been convicted of certain offenses or who refuse to consent to such background checks will not be hired for this position.

  • Most work is conducted in an office environment with moderate to extensive use of computer and keyboarding.
  • Some work is conducted within a kitchen environment (cold storage, hot stoves / ovens, sharp knives, etc.) and a classroom environment.
  • In normal workday, may stand / walk 2 hrs / day; may sit 6 hrs / day; may use hands for repetitive grasping, pushing, and pulling, typing and fine manipulation 3 hrs / day;

may use hands at or above shoulder level for 1 hrs / day.

  • In normal workday, may bend, squat, and / or climb occasionally.
  • Work is light in nature, lifting maximum of 40 lbs.
  • May require walking or standing to a significant degree or sitting most of the time with a degree of pushing and pulling of arm and / or leg controls.
