Position Summary

Under the immediate direction of the School of Social Work Director / Principal Investigator, the Title IV-E Project Coordinator serves in an administrative and educational capacity, and undertakes administrative studies of considerable complexity.

Title IV-E is an annual funding source for the SSW, and this position involves developing new, and managing all current policies, procedures and practices of the annual $3.

2 million 2-year grant. The Coordinator oversees all aspects of the Title lV-E Child Welfare Training Project, and provides advisement to MSW graduate students.

Students admitted into the Master of Social Work (MSW) Degree program are eligible to apply for a Title IV-E Child Welfare Stipend, which supports two years of graduate education.

The Coordinator provides leadership in running the program, identifying and admitting students to participate in the program, and working with faculty and staff to see that student participants’ education will lead to their competencies in public child welfare.

This position performs preliminary planning of method approach, makes visits to state agencies and other counties for on-site study of activities, develops questionnaires and other fact-finding tools, prepares analyses for UC Davis’ CA Title IVE Program, and develops recommendations or actions.

The incumbent is responsible for professional and public outreach and must have a strong presence and connectivity with different communities to draw students to SF State.

This position covers areas of study related to enrollment projections, utilization of facilities, unit costs, student characteristics, faculty characteristics, curriculum studies, graduate programs, systems development, administrative procedures, data processing, operational effectiveness, admission and retention of students, extension and summer session programs.

Position Information

Administer and Manage the SSW Title IV-E Program

  • Plan, develop, organize and manage all aspects of the grant-funded program by developing & establishing all policies, procedures, practices, and programmatic components to meet SSW in depth contractual goals and objectives with UC Davis’ CA Title IVE Program
  • Develop an in-depth strategic project 3-year plan
  • Keep and maintain accurate records of all programmatic aspects including admissions, UC Davis’ CA Title IVE Program compliance, and obligations.
  • Provide leadership in updating and refining child welfare and juvenile probation (new as of AY 2022-2023) curricular content to be used in Child Welfare Practice and Internship Seminar classes.

Work collaboratively with other SSW MSW faculty to do so.

Oversee all student outreach steps, admissions processes (review 80+ Title IV-E admission folders each January), assessments and evaluations pertaining to students in the program.

Meet with students biweekly for advising and support. Facilitate MSW Information Sessions as part of formal student recruitment process.

  • Plan, coordinate and facilitate county recruitment events for current child welfare and juvenile probation (NEW) employees.
  • Recruit required county child welfare and juvenile probation (NEW) agency representation for the Admission / awards Committee.
  • Develop required grant reports on all records of all programmatic aspects including admissions, compliance, and obligations
  • Responsible for student recruitment / selection / screening of participants of the Title IV-E Child Welfare Program for SF State.

Facilitate the active recruitment program for IV-E candidates in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Solano, Sonoma, and Santa Clara counties

  • Oversee and provide feedback to SSW Director for evaluation of Title IV-E Administrative / Analyst Specialist II
  • Manage and coordinate external Child Welfare clinical trainers for August and January annual trainings
  • Work with participating agencies and assist in developing policies and procedures to permit their employees to participate in the Title lV-E Program.

Assist agencies in developing lV-E field placements and Initiate and carry on contacts with others in State Agencies, other public jurisdictions.

Expand placements to include Juvenile Probation and qualifying agencies per UC Davis’ CA Title IVE program funding requirements.

  • Participation in on-going collaborations with public and private entities : Council on Social Work Education (CSWE), National Association of Social Workers (NASW), CADD, and CA Board of Behavioral Sciences (BBS) to disseminate information about the Title IV-E grant and processes, to facilitate future licensure of Title IVE stipend recipients.
  • Attend UC Davis’ CA Title IVE program quarterly meetings, Bay Area Project Coordinator collaborative meetings, annual UC Davis’ CA Title IVE Program Summit Conference, and UC Davis’ CA Title IVE Program’s Board meetings (at the discretion of the PI) to discuss policy, procedures and practices related to Title IV-E curriculum content, grant requirements, etc.
  • Develop and disseminate information about the Title IV-E program within the SSW and publicly
  • Work collaboratively with the MSW Committee Chair, Curriculum Committee and Principal Investigator / SSW Director to facilitate inclusion of child welfare and juvenile probation content to address UC Davis’ CA Title IVE Program requirements
  • Work collaboratively with the SSW Internship Coordinator to ensure Title IV-E contractual compliance requirements are met for 1st year and 2nd year student internship requirements.
  • Oversee and develop all Title IV-E internship placements with Internship Liaisons (seminar instructors) to ensure student learning objectives in placements are being met.

Identify fieldwork problems students are encountering and work with child welfare, non-profit, and school-based agency staff to resolve issues related to these problems.

Work with faculty and admin to identify and address issues that may affect a student’s program through the program

Coordinate all Title IV-E trainings for students, Title IV-E Internship Instructors / faculty, etc. including training content, most effective methods of dissemination, etc.

Coordinate Mock Interviews with county child welfare and juvenile probation supervisors for students each spring.

Attend all SSW faculty and curriculum meetings.

Conduct Research and Evaluation

  • Undertake ongoing and periodic review of Title IV-E program, including student satisfaction
  • Evaluate student knowledge of UC Davis’ CA Title IVE-specified Child Welfare (and NEW Juvenile Probation) educational and learning competencies
  • Develop new evaluation tools to examine impact, outcomes and effectiveness of the Title IV-E program and new CSWE EPAS 2022
  • Work with UC Davis’ CA Title IVE Program Student Information System (CSIS) reporting system to ensure student outcome (graduation, employment data, etc) data is tracked and uploaded into the system.

Develop reports and make adjustments to program as needed.

  • Gather and evaluate student professional development outcome data (for long term outcomes, postgraduation)
  • Serve as Liaison between San Francisco State University and the funding agency, UC Davis’ CA Title IVE Program, regarding the operation, management and assessment of the Program
  • Preparation and timely submission of project reports, evaluations and budgets to UC Davis’ CA Title IVE Program, SSW, College of HSS, and ORSP, etc. Fiscal Management
  • Provide Principal Investigator (SSW Director) with ongoing information pertaining to budgetary planning, and propose budget items for adoption in future years on the grant
  • Manage expenditures for classroom and programmatic support, oversee budgetary spending
  • Liaison with UC Davis’ CA Title IVE Program and San Francisco State University OSRP staff for coordination of budgetary planning and management collaboration Other duties as assigned

Minimum Qualifications

Thorough knowledge of the principles of management and organization; and of administrative survey principles and techniques and skill in their applications;

thorough knowledge of the subject area of assignment.

Ability to plan, organize, conduct and participate in major administrative and analytical studies; ability to relate the overall objectives and policies of the Trustees, the Office of the Chancellor and the administration and faculties of the campus to the studies

Ability to see the interrelationships within and among the various educational, administrative and fiscal programs on the campus and work with all units strategically : including ORSP, College of Health and Social Sciences, School of Social Work, University Development, and University Advancement.

Ability to approach problems objectively; ability to present findings and recommendations clearly and diplomatically and to reconcile, to the extent possible, various divergent points of view

Ability to utilize complex statistical and various analytical research methods; ability to draw conclusions and develop recommendations Ability to prepare monthly, quarterly and annual written reports

Ability to develop and maintain high level contacts including the leading of meetings and negotiations with all constituencies including ORSP, College of Health and Social Sciences, School of Social Work, University Development, and University Advancement.

Five years of progressively responsible administrative or professional experience which demonstrates ability to conduct complex analyses of problems in assigned functional areas.

The rank of Associate Professor or higher In a four-year college or university and demonstrated experience in research or special study work may be substituted for up to four years of experience.

and Education :

Equivalent to graduation from a four-year college or university.

Preferred Qualifications

Administrative skills in tracking data, excel, PowerPoint / Google slides and other technology platforms

Experience in internship placement, internship education curriculum and seminars, experience in student supervision and advising, experience in developing and overseeing the implementation of various programs associated with the School.

Knowledge of budget management and coordination

Effectively use computers and related applications

Ability to identify, plan, establish, implement, and evaluate programs and practices; focused thinker that can accomplish work independently, collaboratively, and effectively;

interpersonal and intercultural abilities; sensitivities to work in a team-oriented school.

Ability to interact and collaborate effectively and professionally with university, community, and agency personnel; supervisory experience in an administrative role at a social service agency

Adheres to and understands FERPA and Family Code confidentiality laws and regulations.

Applicants should demonstrate an awareness of and sensitivity to the educational goals of a multicultural population as might have been gained in cross-cultural study, training, teaching and other comparable experience.

Grants management experience in higher education settings.

Licensed Clinical Social Work (LCSW) with Board of Behavioral Sciences (BBS) State of California or doctoral degree (in order to develop the needed clinical IBH curriculum and teach IBH courses as needed)

2 years of post-MSW social work experience; prior supervisory and / or experience in educational or academic settings.

Environmental / Physical / Special

Licensed Clinical Social Work in the State of California
