County of Madera is establishing a list of qualified applicants for this position. Applications will be accepted continuously until otherwise noted and the list will be used to fill current vacancies in this classification.

Classification Review

This position is currently undergoing review as part of a class study and therefore both the title and the pay range assigned may be subject to change upon completion of the study.

DEFINITION

  • Under general supervision, receives routine and emergency calls and transmits messages by operation of telecommunications, computer, and radio equipment during assigned shift;
  • dispatches emergency law enforcement, fire / medical, and other public safety equipment, and personnel in a coordinated manner;

receives and refers citizen complaints; and performs related work as required.

SUPERVISION EXERCISED

Receives direct supervision from an assigned Supervising Public Safety Dispatcher, Sheriff's Administrative Services Manager, or other management staff, as assigned.

Exercises lead level direction over lower-level staff.

Examples of Duties

  • Provides lead direction, guidance, and training to other Public Safety Dispatchers.
  • Provide support and assistance in a team concept during day-to-day operations, critical or large-scale incidents; provide training to dispatch employees;

cognizant of workloads and specific system status.

  • Receives 9-1-1 and other emergency telephone calls for fire and medical emergencies; determines the nature and location of the emergency;
  • determines priority and enters information into the California Law Enforcement Telecommunications System (CLETS) and the Computer Aided Dispatch (CAD;

answers non-emergency calls for service, determines type of assistance required.

  • Simultaneously receives, keyboards, and transmits information to dispatch fire and emergency medical resources, including aircraft;
  • provides dispatching services for multiple agencies, following multiple agencies dispatching protocols; determines appropriate personnel, apparatus, and equipment to be dispatched using radio and / or computer systems;

enters and updates information on computerized systems.

  • Coordinates communications between multiple units, agencies, and jurisdictions, including aircraft, responding to fire and emergency medical incidents;
  • simultaneously monitors and transmits on multiple radio channels and multiple transmitters; maintains contact with and monitors status of field units;

provides information to other law enforcement agencies including warrant abstracts.

  • Utilizes System Status Management protocols to ensure optimum geographic coverage through deployment of resources by type and availability, following multiple agency protocols.
  • Performs a variety of specialized record keeping, filing, and indexing work; maintains a variety of logs, files and records pertaining to activities including validation lists, reports, warrants, and restraining orders;
  • enters, updates, and retrieves information from teletype networks including CJIS / NCIC; maintains complex department records and files;
  • maintains and operates record keeping machines specific to the Sheriff's Office; verifies warrant and record data; performs master street address and phone number searches;

maintains tapes on master recording equipment; searches master recordings for needed information.

  • Testify in court regarding legal proceeding related to dispatch call(s) received.
  • Stays current with knowledge related to public safety by attending professional conferences and in-service education programs, as well as by reviewing information obtained from Department memoranda, staff meetings and professional publications to attain and maintain public safety-related knowledge and skills and determine the impact of developments and change on providing service excellence.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the county.

OTHER RELATED DUTIES

May represent the department on task forces, committees, or projects; represents the Sheriff's Office to the public, community organizations, and other government agencies;

performs a variety of community outreach activities; may act as a department spokesperson to the media and direct departmental public information efforts.

  • Utilize law enforcement computer systems, mobile devices and maintain and calibrate specialized equipment.

Ability to :

  • Provide lead supervision and training to Public Safety Dispatchers.
  • Receive calls for emergency and non-emergency services, elicit information to assess situations from callers, many of whom are upset, distressed, and not communicating clearly, and determine appropriate equipment and personnel to dispatch.
  • Learn to operate and monitor a variety of communications equipment, including radio consoles, telephones and computer systems and related software.
  • Broadcast clear, concise, and specific instructions over the radio in a distinct, well-modulated voice.
  • Simultaneously listen, enter key information quickly and accurately, and respond during difficult or traumatic situations.
  • Recognize signs of danger to people, property and grounds associated with the County, and its surrounding areas.
  • Act quickly and calmly in emergencies.
  • Gather, assemble, evaluate, and analyze facts and evidence.

Education and Training Guidelines :

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.

A typical way to obtain the knowledge, skills, and abilities would be :

Education / Training :

Graduation from high school or GED equivalent.

Experience : Equivalent of two (2) years of experience as a Public Safety Dispatcher with Madera County.

Four (4) years of dispatching experience in one or more various types of emergency services such as law enforcement, fire department, or emergency medical services (EMS).

Licenses, Certificates and Special Conditions :

  • Must be at least 18 years of age.
  • Possession of, or ability to obtain, a valid California driver's license and the ability to maintain insurability under the County's vehicle insurance program.
  • Possession of, or ability to obtain a POST Public Safety Dispatcher Certificate within one year of hire.
  • Successful completion of a POST-approved comprehensive background investigation is required, including a review of employment history, criminal conviction record, psychological examination, credit history, use of intoxicants and / or other controlled substances.
  • Applicants must pass a medical and psychological evaluation that includes a review of explicit and implicit bias towards race or ethnicity, gender, nationality, religion, disability, or sexual orientation.

The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS : As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary.

Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and / or health care professional designated by the County.

Designated classifications required to submit to an employment medical examination generally include those that are physical in nature or as may be required by law.
