  • JOB SUMMARY JOB SUMMARY Coordinates and conducts a variety of professional engineering functions on behalf of the City's Water / Wastewater Department;
  • collaborates with other City departments in the identification and design of projects required to serve private development, and / or other municipal projects;
  • performs plan reviews for Capital Improvements and Development services; prepares various types of engineering / project records and documentation;

supervises assigned personnel; and performs other duties relative to area of assignment. ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL DUTIES AND RESPONSIBILITIES Provides Development Services Engineering to ensure private development and public infrastructure is designed and constructed in conformance with City of San Marcos requirements.

Performs plan reviews for private developments to ensure compliance with City of San Marcos Land Development Code. Develops standards to ensure permit requirements are consistent with Land Development Code.

Assists with community outreach and engagement for private developments and public improvements. Collaborates in code updates and revisions to correlate with policy direction.

Review permit applications for franchise utility construction in City right-of-way for compliance with City Codes & Ordinances Interact with various regional utilities, regulatory and governmental organizations (i.

e., Counties, FEMA, TCEQ, TxDot, and LCRA), and consult with various data sources concerning engineering standards, regulatory compliance, and requirements for development activities.

Provide technical leadership to City staff related to water and wastewater engineering. Establish and maintain an asset management program for water and wastewater utilities;

maintains assets in a manner to improve efficiency, power usage and longevity of assets. Contribute to the development and implementation of equipment maintenance and system operations procedures and standards.

Review and monitor water and wastewater system needs in relation to growth patterns and utility capacity. Plans, designs, implements, and oversees construction for assigned capital improvement projects : Develops project scopes, schedules, and budgets for City's Capital Improvement Program.

Interpret design requirements established by the TCEQ. Reviews design plans, project specifications, and cost estimates.

Develops and prepares construction specifications and bid documents for minor construction contracts. Requests and evaluates consultant scopes of service and fee proposals.

Reviews and evaluates construction bids prepared by consultants; recommends the award of bids; attends pre-bid conferences.

Manages construction and close-out phase of assigned projects. Provides engineering solutions during design and construction phases.

Reviews and approves consultant / contractor pay requests. Conducts a variety of environmental engineering activities : Serves as the department's primary contact regarding federal, state, and local environmental issues.

  • Meets and coordinates with consultants, contractors, City departments and utility agencies and other related professionals regarding water quality;
  • provides solutions to construction challenges. Coordinates with the Legal Department regarding the preparation of reimbursement agreements, interlocal agreements and related contracts;

presents related agreements and proposals to the City Council for approval. Collaborates with experts pursuing sustainability goals including LEED buildings, resource recovery, water recycling, alternative energy, restoration, and related fields.

Assist with internal and external public awareness efforts through community presentations and make formal presentations to the City Council, Planning and Zoning Board, Neighborhood, University, TXDOT, County, State and Federal agencies.

Miscellaneous : Provides engineering support; directs the development and maintenance of standard construction details; develops / assists in maintaining technical specifications for CIP and Public Improvement Projects.

Manages master planning for water, wastewater and drainage services throughout the City. May hire, train, supervise, and evaluate the performance of assigned personnel.

Performs other routine and / or specialized duties relative to area of assignment as required. Perform any other related duties as required or assigned.

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS Bachelor's degree in civil engineering, Environmental Engineering or related field required.

Professional Engineer License issued by the Texas Board of Professional Engineers required. Seven (7) years progressive responsible experience in engineering / project management required.

Must possess a valid Texas Driver's License with an acceptable driving record. PREFERRED QUALIFICATIONS Familiarity with CADD, GIS, Microsoft Project and various modeling programs is desirable.

Proficiency in drainage and water quality studies and design; Familiarity with TCEQ WPAP, CZP, and SCS permit applications.

Ability to review FEMA LOMA, CLOMR, and LOMR Studies and applications. CORE COMPETENCIES AND PHYSICAL DEMANDS JOB DIMENSIONS Must be able to read / comprehend regulations, municipal codes, technical specifications, reference manuals, budgets, contracts, and project / engineering documentation.

Effective verbal and written communication skills are required. Proficient in project budget preparation, scheduling and engineering contract negotiation, Must provide the leadership to build an optimistic team that meets the needs of the customer.

Must be motivated, punctual and be able to communicate and proactively provide information effectively and listen to the other team members.

  • PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 25 pounds occasionally. Subject to vision constantly;
  • fine dexterity, hearing and talking frequently; standing, sitting, walking, lifting, carrying, pushing / pulling; reaching, balancing and foot controls;

kneeling, crouching, bending, twisting and climbing rarely.
