Job Title : Manager of Community Mobility Programs

General Summary

Under general supervision, the Manager of Community Mobility Programs manages transactions with Community Partnership Program(CPP) transit providers including contracting and reimbursement, develops and manages Authority processes regarding CPP reporting and monitoring, develops and manages training activities with CPPs, ensures federal and state laws and guidelines are followed and is the Authority's point person for resolving all CPP issue.

Duties and Responsibilities

  • Supervises Community Program staff.
  • Administers the Municipal Credit, Specialized Service, Community Credit programs, Purchase of Service, and special agency contracts.
  • Ensures timely submission of grant and vehicle contracts to CPPs. Follows up and works with communities to accurately complete contracting process.
  • Oversees annual CPP training on the Authority's requirements for eligible activities, financial reporting, operation reporting, and other federal compliance items.
  • Responsible for maintaining SMART's Community Partner Manual and making updates as necessary for changes in Authority, State of Michigan, and Federal regulations.
  • Monitors and reviews CPP operations and financial reporting throughout the year for timeliness and accuracy. Compiles CPP reporting for use by Authority leadership.
  • Work with communities to develop corrective action plans for late or inaccurate reporting.
  • Develops and reviews Authority subrecipient monitoring activities, to ensure they comply with Federal regulations.
  • Develops and monitors CPP vehicle usage and ensures CPPs are following Authority maintenance guidelines.
  • Acts as the Authority's point person in resolving CPP issues. Acts as liaison between CPP and SMART Finance, Maintenance, Risk Management and Compliance within the Authority.
  • Monitors CPP grant balances to ensure timely and efficient use of grant funding.
  • Participates in CPP strategic planning and asset allocation decision.
  • Acts as the Authority's point person in resolving CPP issues. Acts as liaison between SMART and various departments throughout the Authority, including but not limited to Finance, Maintenance, Risk, Safety & Training, Marketing and others as necessary.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Bachelor's degree in Finance or Accounting.
  • Five years of progressively responsible experience in public or governmental transit sector with three years managerial or supervisory experience.
  • An equivalent combination of education and experience may be substituted for minimum requirements.
  • Knowledge of federal, state and local provisions for grants and contracts.
  • Working knowledge of internal controls.
  • Effective written and verbal communication skills.
  • Experience with computers and accounting software
