Manager, Special Projects

Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Under direction of the Associate Director, LAHSA seeks an inspiring Manager to work in partnership with funders, elected offices, community partners, stakeholders, etc., to oversee all facets of program development, program design, and implementation of Special Projects within the Los Angeles County homeless service delivery system.

Under the leadership of the Associate Director of Special Projects the manager will be responsible for managing, planning, coordinating, and supervising one or more teams as outlined below. This position will supervise an assigned team working on their designated program and projects to develop and update departmental Policies & Procedures and Key Performance Indicators. The manager will work to ensure accessibility of, access to, quality of services, and performance outcomes for Projects to support people experiencing homelessness within the Los Angeles County homeless system.

The manager may be assigned to and may support one or multiple programs within the Special Projects Departments as listed below.

Multi-Department Crisis Response Team : Manage and align multiphase agency-wide projects, in close collaboration with all LAHSA departments, other managers, and other system partners within the City and County, when necessary. Support city and county emergency / crisis initiatives to coordinate in their efforts to end homelessness.

Resource and Referral Team : Responsible for managing program operations for the Crisis Responders and Homeless Referral Specialist ensuring accessibility, access to, quality of services, and performance outcomes to support people at risk and / or experiencing homelessness.

Welcome Navigation Center : Oversee site logistics and service coordination, providing real-time, daily guidance on operations, policies, procedures, and protocols; assists with on-site troubleshooting and problem solving; records and documents daily activities and issues; coordinates and facilitates the escalation of issues.

Resident Monitors : Oversight of program operations and activities ensuring the safety and well-being of residents at Interim Housing facilities / master leased multifamily buildings.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Supervises staff, weekly schedules and directs work, performs orientation, training, and quality assurance activities regarding staff performance; recommends personnel actions such as selection and evaluation, performance management, regular check points, etc.

Provide effective and inspiring strategic leadership in the implementation, refinement, and ongoing management of assigned teams within the Special Projects Department.

Work in collaboration with A&E Managers and / or Supervisors in the deployment of Homeless Engagement Teams in support of targeted outreach efforts determined by LAHOPS and requests received via email or phone.

Coordinate weekly team meetings and provide regular one-on-one staff supervision.

Develops working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of permanent supportive housing time limited subside or housing navigation programs.

Implement and lead a continuous quality improvement process throughout the system by identifying gaps and barriers in the system of care for homeless families and individuals by focusing on system / process improvement and impact measurement.

Ensure accurate and effective monitoring of programs, data collection, contracts implementation, and outcomes in collaboration with other departments and / or units.

Coordinate, facilitate and / or participate in internal and external activities that focus on integration and enhancement of services and systems.

Coordinate / recommend training on emerging and best evidence-based practices related to performance issues both internally for LAHSA staff and externally for providers in the community.

Provide support and reports to LAHSA's governing bodies, and perform other projects as needed.

Responsible for monitoring and reporting the achievement of all contractual requirements and performance indicators, prepare weekly and monthly progress reports, and monitor program budget.

Maintain process and documentation for request, tracking, and approving changes to project scope, deliverables and / or timeline. Facilitate meetings or working groups of project participants as needed. Assist with setting up operations and maintaining Navigation Center(s). Coordinate the development of cooperative relationships with service providers, law enforcement, public safety officers and / or all other community resource personnel.

Oversee client referral and intake process. Ensure the safety, security, and sanitation of the Navigation Center. Coordinate and ensure participants receive three meals per day in their assigned rooms. Coordinate and ensure routine housekeeping and maintenance. Analyze service data to identify trends regarding geographic coverage, effectiveness of engagement, resource needs, etc. Monitor the Referral Hotline line and email for quality resource delivery and customer service. Assist the department director with developing, implementing, and submitting reports and records.

Provide updates and / or special reports to leadership upon request and perform all other duties as assigned.

Must be computer literate, proficient in Microsoft Outlook, Word, Excel and other computer systems with strong organizational, written, verbal and ability to communicate and present clearly and simply.

Ability to navigate relationships with elected officials' offices and city personnel across multiple levels of authority.

Strong analytical, time-management skills, and demonstrated ability to exercise sound, independent judgment. Must thrive under pressure and be able to accept constructive feedback.

Ability to establish effective relationships and work cooperatively with individuals, groups, and organizations diverse in mission, composition, function, capacity, and geographic location.

Ability to manage multiple priorities, deadlines and schedules and meet productivity requirements in the face of changes, obstacles or other unexpected events.

Familiarity with LAHSA funded programs, including best practices in homeless services program provision including Harm Reduction, Housing First, and Trauma-Informed Care.

Applicants must be able to display a successful track record of managing professional and para-professional staff while multi-tasking with a positive attitude and the ability to comfortably interact with diverse populations, be energetic and independent and have strong leadership skills.

Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.

Knowledge of LAHSA's Homeless Management Information System (HMIS) and strong knowledge of the Coordinated Entry System and resources available through the continuum's homeless services providers.

Sets a high standard for personal and team performance with a focus on alignment of goals.

Ability to think critically and identify patterns and themes.

Strong understanding of intersectionality, structural and systemic racism, and vision of how to address the unique vulnerabilities of different populations experiencing homelessness.

Prior experience working with street-based teams, in-depth knowledge of homeless populations, systems, programs, and resources, including federal policy and program guidelines for coordination and evidence-based practices for homeless systems and interventions.

Strong work ethic that serves as an example in the department.

Creative problem-solving skills and attention to detail.

Bilingual (English / Spanish) speaking and writing skills are strongly preferred.

Ability to adapt rapidly in response to changing information or needs and capacity to employ conflict resolution techniques.

Must be a confident self-starter who can develop effective business relationships, both internally & externally exemplifying the ability to communicate with and relate to a diverse group of people including clients, community stakeholders, and other staff.

Prepare periodic reports for executive management, as necessary or requested, to track the accomplishment of strategic goals and evaluate work performed.

A critical thinker, with a high level of initiation, motivation and enthusiasm.

Participate in management and organizational meetings.

Knowledge and expertise including, but not limited to chronic homelessness, outreach and engagement strategies, intensive case management services, best practice models, mental health and substance use disorder services, crisis intervention, suicide assessment and prevention, affordable housing and public benefits applications, housing and landlord / tenant rights, eviction prevention.

Minimum four (4) years' experience in social services, specifically working with homeless populations in a leadership role.

A master's degree from an accredited college or university in social work or a related field is preferred. However, relevant experience in
