Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek

POSITION PURPOSE :

Investigates alleged employee misconduct and / or violations of Board policy. Collaborates with school-based administrators or others in supervisory positions throughout the process of addressing misconduct concerns and providing support for improving employee conduct.

MINIMUM QUALIFICATIONS :

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Extensive knowledge of laws, policies, and procedures related to public school employee conduct and performance;
  • Considerable knowledge of laws relating to employment, including the Family Medical Leave Act (FMLA), the Fair Labor Standards Act (FLSA), and the Americans with Disabilities Act (ADA);
  • Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, and Access; Google Apps;
  • Considerable skills in conducting investigations and investigative interviews;
  • Familiarity with evaluation instruments and processes for classified and professional staff;
  • Skills in mediation and conflict resolution;
  • Effective critical thinking and problem solving skills;
  • Ability to analyze facts and present recommendations;
  • Ability to respond quickly to multiple and varied activities, and plan and manage projects within time constraints;
  • Ability to maintain the confidentiality of very sensitive matters and information;
  • Ability to handle difficult situations firmly, courteously, tactfully and impartially;
  • Ability to work independently without close supervision, while also functioning as a member of the team;
  • Ability to complete complex tasks and minimize errors with attention to detail;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school system staff, the public, school system attorneys, and external agencies.

EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelor's degree from an accredited college or university in Business, Education, Human Resources Management, or a related field; AND
  • Three years of experience providing support for employee improvement and / or conducting employment, misconduct, or similar investigations; OR
  • An equivalent combination of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS

Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.

PREFERRED QUALIFICATIONS :

  • Three years of experience as a Human Resources administrator in reviewing employee disciplinary issues and / or conducting investigations; OR
  • Three years of experience as a school-based administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Investigates alleged employee misconduct and / or violations of Board policy. Writes reports, letters, and agreements regarding investigations, makes recommendations in consultation with the Senior Director of Employee Relations, and maintains discipline / investigation files.
  • Interprets state and federal school and employment laws and Wake County Public Schools (WCPSS) policies and procedures.

Consults with school system attorneys, as needed, regarding employee conduct and concerns.

  • Consults with law enforcement, judicial system officials, and other appropriate agencies to gather information, as needed.
  • Reviews and makes recommendations regarding criminal record checks for employees.
  • Conducts training related to employee rights and responsibilities.
  • Collaborates with school-based administrators and others in supervisory roles to support and document employee efforts at improved conduct.
  • Advises administrators and employees of their rights and obligations in personnel matters.
  • Accesses and reviews information from the NCEES online portal, as necessary.
  • Complies with federal and state employment laws and regulations and adheres to WCPSS policies and procedures; stays abreast of changes regarding school law, employment law, and Board policies.
  • Attends and participates in Human Resources staff meetings, professional development, WCPSS recruitment events, and other school system functions, as appropriate.
  • Performs other related duties, as assigned.

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers.

The position, at times, must be able to come into direct contact with school system staff and staff members. Work is considered light physical work, requiring the exertion of up to ten pounds of force.

The work involves driving automotive equipment.
