Description

NATURE OF WORK

Under executive direction, this position administers the planning, organization and direction of the City's marketing and communications programs, activities and special projects.

This employee performs at a senior management level to guide and evolve the division's activities to conceptualize, develop and execute strategic marketing and communications efforts including management of hands-on production for video, website, social media, digital and print publications, media relations and graphic design.

Work includes training and developing departmental personnel. Employee is responsible for maintaining active communication with all levels of executive and departmental staff, as well as vendors to clearly relay departmental objectives and ensure work is directed toward attaining City goals and objectives.

ESSENTIAL JOB FUNCTIONS

Leads a team of marketing and communications professionals with diverse and complementary skillsets, including but not limited to graphic design, web development, photography / videography, media relations, writing, editing, social media promotion, program development / facilitation and project management.

Serves as an integral part of the team, both directing and contributing to the division's high-quality output.

  • Directs the development and implementation of marketing and outreach plans designed to generate interest in the City's events, facilities, initiatives and services, and to promote community participation and engagement.
  • Develops and implements departmental policies and procedures.
  • Oversees crisis communication strategies and City messaging related to media inquiries and public discourse.
  • Supervises and evaluates division staff; provides direction and identifies opportunities for personnel development.
  • Prepares speeches, talking points and other messaging for City management and elected officials as requested.
  • Serves as the primary marketing and communications liaison supporting all City departments' information creation needs;

provides effective, responsive and timely marketing support to all internal and external customers.

  • Develops print and digital marketing materials, including but not limited to letters and mailings, articles, newsletters, magazines, handbooks, flyers, signage, website and social media content, presentations, videos, and multi-media materials.
  • Develops, implements and controls the division budget; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring expenditures, and ensuring sound fiscal control.
  • Develops and oversees ongoing creative and informative website content. Manages, reviews, coordinates and approves content and message direction of the City's website, and provides support for departmental web authors.
  • Develops and maintains the City's portfolio of information and publications.
  • Represents the City at various meetings and makes presentations to groups as required.
  • Administers meetings to relay departmental objectives and ensure work is directed toward attaining City goals.
  • Attends all necessary meetings and events in order to provide support and marketing coverage and to provide timely communications.
  • Develops and oversees Social Media initiatives for all programming and planned initiatives.
  • Supervise staff in identifying and utilizing appropriate and effective marketing methods and strategies that will generate interest and attendance to all identified City of Sunrise initiatives.
  • Monitors the success of events through attendance, patron response, and internal departmental feedback, and utilizes this information in creating marketing strategies for future events.
  • Develops and / or employs marketing research techniques to identify programming interests of the community and collect data on target markets.
  • Develops high visibility public education campaigns targeting specific issues, on an as-needed basis.
  • Utilizes professional interactions and effective communication to develop positive, productive relationships both internally and externally.
  • Manages multiple concurrent assignments, prioritizing, delegating and completing work to achieve successful outcomes.
  • Stays abreast of communications trends and technologies in order to identify opportunities for innovation.
  • Liaises with local schools, community organizations, businesses and other stakeholders in order to extend the City's communication efforts.
  • Performs Emergency Response tasks and assignments as directed by the City Emergency Response Director or authorized Emergency Response subordinate.
  • Performs additional tasks and assignments as directed by the City Manager or designee.

Requirements

EDUCATION

Graduation from an accredited college or university with a Bachelor's Degree in Marketing, Communications or related field.

EXPERIENCE AND TRAINING

  • Considerable progressively responsible supervisory / management experience in marketing, communications and promotional planning, organization and development
  • An equivalent combination of education, training, and experience.
  • Computer graphic design experience, including proficiency with Adobe Creative Suite required.
  • Broad range of writing ability, from advertising copy and scripts to technical articles, required.
  • Knowledge of electronic communications, including electronic newsletters, social media, web publishing via content management systems, and other online communications required.
  • Media relations experience required.
  • Computer proficiency in the Microsoft Office Suite is required.
  • Experience managing and directing creative projects preferred.
  • Crisis communications experience preferred.

PHYSICAL REQUIREMENTS

Physical :

Light physical effort is exercised. Duties may involve repetitive movements, some lifting, carrying, pushing and / or pulling of objects and materials up to twenty (20) pounds.

Descending and climbing stairways and extended periods of sitting and standing may be required.

Work Environment :

Work is performed primarily in a standard office environment or in the field. Tasks are regularly performed without exposure to adverse environmental conditions.

As needed, schedules may vary and include evenings, weekends and holidays.

Sensory :

The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

5% Supplemental Pay :

General Executive / Management employees shall receive a five percent (5%) supplemental pay calculated on the employee's base rate of pay.

City-Paid Medical Benefits :

Group Health Insurance : The City pays for 100% of the cost for single coverage for

full-time employees and 66.66% of cost for Dependent / Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.

  • Life Insurance : $50,000
  • Accidental Death & Dismemberment (AD&D) : $50,000
  • Eye Care Reimbursement- $250 every two (2) fiscal years (Employee only)
  • EKG / Stress Test - Up to $150 reimbursement per fiscal year (Employee only)
  • Physical Examination - $250 reimbursement per fiscal year (Employee only)
  • Employee Assistance Program (EAP) through Cigna Behavioral

Retirement :

  • Employee Contribution 8%
  • Vesting 10 Years
  • Normal Retirement Benefit 2.5% of pensionable earnings for each year of creditable service
  • Average Final Compensation (AFC) 3 best consecutive earning years
  • Maximum Benefit 80% of AFC, not to exceed $80,000.
  • Normal Retirement Age 62 and ten (10) years of creditable service
  • Early Retirement Age 57 and ten (10) years of creditable service, 3%

annual reduction for each year prior to normal retirement age

13th check based on monthly retirement, payable if the pension plan funding status is

equal to or greater than 100%. Paid in December each year following retirement

Deferred Retirement Option Plan (DROP) 4 years / 48 months maximum

Longevity :

Based on successful completion of full-time, continuous service with the City, employee shall receive the following :

20 Years 5.0%

Longevity Benefit calculated on employee's base rate of pay

Paid Holidays :

Employees receive the following City-paid holidays :

Annual Leave :

Annual leave may be taken as earned. Maximum accumulation each fiscal year is 360 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay.

Annual leave is accrued based on continuous, full-time service with the City, as follows :

Completed Months of Service Total Hours / Days Accrued Annually

Up to and including first 60 months 152 hours / 19 Days

Greater than 60 months through 120 months 192 hours / 24 Days

Greater than 120 months through 204 months 232 hours / 29 Days

Greater than 204 months 272 hours / 34 Days

Annual Leave Cash Out :

Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

Floating Holidays :

Upon completion of twenty-six (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year.

Floating holidays shall not carry over to the next fiscal year.

Perfect Attendance :

For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited.

Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.

Sick Leave :

Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and a maximum accrual of 1,440
