Public Health Environmental Health Services (EHS) Division is hiring one (1) Program / Project Manager III position to support our division migrating to our new software system.

This Term Limited Temporary (TLT) / Special Duty Assignment (SDA) position is a unique opportunity within Public Health to support implementation of software solutions developed to support the work of the EHS Division, including software that supports permitting and regulatory oversight.
The Project / Program Manager III position will provide core functions in the Continuous Improvement Team as an Implementation and Training Specialist.
This will be an 18-month assignment with potential for renewal depending on business needs and funding availability.
The responsibilities of this position include supporting the implementation of software solutions, including the implementation of the new division-wide Enterprise Permitting and Licensing software.
They will also support project management, planning, training, change management, and coordination with County Information Technology Services and vendor trainers.

This position is distinguished from IT classifications as it does not oversee application coding and development. This position manages the operational components of the Enterprise Permitting and Licensing software.

Work Schedule :
Monday Friday 8 : 00am 5 : 00pm (Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed.
Travel to other work locations may be necessary.)
Job Duties
- Support the implementation of a new permitting and licensing environmental health software system, ensuring effective internal and external communication, user training, and change management.
- Collaborate with the Continuous Improvement (CI) team to implement software solutions developed and / or supported by the CI team, including but not limited to SharePoint Document Libraries, grant management software solutions, Microsoft 365 based automation and management tools, DocuSign, and NeoGov.
- Apply equity and social justice principles to all aspects of the work, promoting fairness and inclusivity.
- Oversee the development and provision of training for the different new software systems and tools, including the creation and implementation of training plans, changes, enhancements, upgrades and additional future implementations including guidelines, materials and other resources.
- Provide feedback to the Continuous Improvement Manager and other appropriate staff on what is working and what is not working in the field with the software use to support QA / QC activities.
- Develop, track, and deliver internal and external communications and training about the new software implementation.
- Coordinate with Information Technology Services and vendor management to ensure seamless integration and functionality of the software systems.
- Serve as expert, and provide analysis to recommend the course of action necessary to plan support for staff using the software solutions being implemented.
- Research, develop and write decision proposals and decision packages for management, related to software implementation.
- Serve as lead and / or supervise staff conducting trainings, as needed.
Experience, Qualifications, Knowledge, Skills
- Expert in software implementation and training.
- Familiarity with SharePoint, Microsoft 365 tools, and other relevant software solutions.
- Excellent communication and interpersonal skills.
- Strong change management and coordination skills.
- Open minded, kind, and flexible.
- Knowledgeable, or ability to learn, about the field of Environmental Public Health.
- Knowledge of Environmental Health Permitting and Licensing Software Implementation.
- Knowledge and experience in adult learning, teaching, and education.
