About Coastal Regional Center
Coastal Regional Center is a residential facility of the South Carolina Department of Disabilities and Special Needs located in Summerville, SC serving residents with intellectual and developmental disabilities.
Job Responsibilities
This is a senior leadership position that reports directly to the Facility Administrator and is responsible for facility operations, fiscal management, and oversight of a state operated ICF-IID and supervision of facility administrative personnel daily within assigned limits and wholly in the Facility Administrator's absence.
Program Management responsibilities include, but are not limited to, assurance of continuous active treatment, promotion of positive health outcomes, continuous staff development and training for all Coastal Regional Center personnel, regular engagement with those served and their families or circle of supports to ensure satisfaction of services and share opportunities for community integration and living.
Responsible for timely communication of changes to federal and state policies and procedures governing ICFs-IID, and other services via contracts or fixed bid solicitations.
Performs special projects and assignments improving access and delivery of services to stakeholders.
Provides guidance and supervision to key directors and personnel with responsibilities impacting facility operations. Ensure acumen of Centers for Medicaid and Medicare Services State Operations Manual provisions, federal and state rules and regulations pertaining to ICFs-IID, and community-based service options to promote community integration and inclusion.
- Personnel Management : Proactively engages assigned employees to build relationships that create trust, open dialogue, and full transparency;
- establish roles, responsibilities and expectations with extraordinary clarity; motivate every single employee to take action and connect their duties in a compelling manner with DDSN's mission;
- assertively engage employees to drive outcomes and overcome adversity, obstacles, and resistance; create a culture of clear accountability;
and make decisions that are based on productivity. Develops a deep personal responsibility for all subordinate activity in area of responsibility and instills this same mindset with subordinates.
Develops key performance indicators (KPI) to establish quality and risk management benchmarks. KPI's should incorporate human resources, survey data and trends, and capital permanent improvement projects (CPIP), and analyses of fiscal reports.
Facilitates organizational and operational uniformity to promote and achieve Coastal Regional Center goals and improved consumer outcomes.
Project Management : Proactively identifies specific improvement projects, develops specific guidance / parameters, specific milestones, final completion time, fixes accountability for results, and effectively briefs higher level managers periodically on status.
Ensures state operated ICFs-IID comply with federal and state labor laws and Dept. of Labor (DOL) regulations to include but not limited to the Workforce Innovations & Opportunities Act (WIOA).
Conducts frequent walking visits of resident living areas, workshops, and day service areas to identify needs and assure delivery of appropriate support and services.
Conducts unannounced after-hours visits of facility (at least bi-weekly) to assure ICF-IID licensing and certification standards are provided as appropriate with identified needs tracked to completion / correction.
Assures sufficient unannounced visits by key management staff to support appropriate feedback and identify / correct negative trends.
Explores / establishes capacity to provide recurring institutional respite space and emergency stabilization as appropriate.
Performs special projects and other administrative duties as assigned by Facility Administrator.

Minimum and Additional Requirements
Bachelor's degree from an accredited college or university in a human services field of study and at least three (3) years of experience working with people who have disabilities with at least one (1) year of experience in supervision / administration.
Preferred Qualifications
Knowledge of an agency's mission, vision, and services. Working knowledge of the network of agencies contracting with DDSN to deliver services.
Knowledge of federal and state regulations pertaining to the operation and oversight of Intermediate Care Fac acilities for Individuals with Intellectual Disabilities (ICFs-IID).
Ability to supervise and communicate effectively with and to personnel across all shifts and departments. Ability to establish key performance indicators (KPI) for state operated ICFs-IID and other programs operated directly and indirectly by SCDDSN.

Immunization : If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment.
All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan : In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
