ANNUAL ANTICIPATED HIRING RANGE : $117,000.00 - 144,000.00 (Salaries are paid biweekly)

Job Summary
The City of Fort Collins is seeking a Sr Systems Admin Manager to lead a team of 5 technical specialists responsible for SCADA, and PLC technology infrastructure.
This person will play a pivotal role in the operation and improvement of The City’s Water Utility software and hardware tools, and focus on the administration of systems, servers, and storage.
Responsibilities also include the management and monitoring of the group’s budget for capital project requests, new technology, etc.
The ability to work both independently and in a team are essential. The ideal candidate will bring a wealth of experience in system and server administration, people management, and extensive knowledge of SCADA systems.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Leads, supervises and coordinates the activities of a skilled team engaged in the operation and maintenance of electrical, instrumentation, controls and SCADA systems for the Water, Wastewater, and Stormwater Utilities.
- Coordinates with operation directors to schedule work, respond to emergency needs and modify existing operational programs.
Directs and oversees all SCADA related electrical, instrumentation, controls, system programming and documentation, system architecture, hardware and software, network communications, system configuration and development in accordance with industry best practices and standards.
- Performs system back ups and recovery. Ensures security and operation of systems, servers and storage
- Oversees the development and maintenance of SCADA related data warehousing and analytics including regulatory reporting.
- Responsible for SCADA system capital planning, design, and operations.
- Responsible for operational data storage capital equipment and planning.
- Manages consultants who may assist with program integration and SCADA related master planning.
- Reviews and approves SCADA systems design and construction as part of collaborative maintenance, minor, and capital projects.
Integrates systems design and construction into current systems in alignment with adopted standards.
- Provides effective oversight of the development and modification of design drawings, material specifications, and control systems equipment installation and operational practices and procedures.
- Researches, recommends, and specifies process systems, control, instrumentation, and mechanical equipment for construction and maintenance activities.
- Manages cybersecurity-related risks for the Water, Wastewater, and Stormwater SCADA system in collaboration with the Chief Information Security Officer and in alignment with the City of Fort Collins cyber risk management program.
- Accepts feedback from Directors on the visibility of and needs for data from the SCADA system.
- Assists in the development, tracking and communication of key performance indicators (KPI’s) for the SCADA and operational technology environments and related operational data.
- Consults with and provides solutions to key customers such as treatment plants, information technology, and capital projects to define SCADA needs.
- Consults and collaborates with City staff and departments, project teams, engineering staff, consultants, and construction contractors on project design and implementation.
- Manages employee development and performance through mentoring, direct supervision, and exposure training and education
- Plans, assigns, coordinates, evaluates, and monitors the work activities of systems administrators, the software application analyst, SCADA PLC programmer and consultants.
- Evaluates and provides recommendations to the Senior Director of Water Operations on organizational structure, career pathing and certification requirements for the SCADA team.
- Provides input to department directors on safe practices and standards for electrical work associated with the SCADA and instrumentation systems.
- Develops and manages department budgets. Authorizes expenditures for capital, and operational purchases.
- Responsible for the preparation and administration of various procurement activities through collaboration with the purchasing department.
- Administers the preparation of reports, contract documents, plans, design and construction schedules and pertinent studies.
- Coordinates and manages after hours on call support as needed to meet customer needs in accordance with City policies.
- Develops and implements SCADA Master Plans and long-term vision for the group.

- Knowledge of logic controller programming languages, including ladder, structured text, and functional block programming.

- Knowledge of cost estimating, budgeting procedures, and the ability to anticipate project expenses.
- Knowledge of applicable federal and state laws and standards and regulatory agency guidelines.
- Excellent verbal and written communication skills.
- Ability to communicate effectively orally and in writing, and ability to convey complex technical information in an understandable manner.
- Ability to interact effectively with City employees, contractors, and the general public.
- Ability to use engineering, database, presentation, budgeting, spreadsheet and word processing software.
- Ability to set strategic direction, develop and select methods, techniques, and criteria for obtaining results.
- Ability to develop and maintain effective working relationships with City department staff, management, and outside agencies.

Required Qualifications
MINIMUM
PREFERRED
College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees
Bachelor's degree in Computer science, computer information systems or related field from an accredited college or university
Experience Requirements
Minimum five years related experience; or equivalent combination of education and experience
