Duties and Responsibilities :
In-House Counsel : provides in-house counsel services for the Association

- Collaborates with management on effective organizational strategies
- Drafts and reviews agreements for the association
- Represents MABE in discussions with multiple stakeholders
- Manages outside counsel for the association services
- Manages Amicus briefs for the association services
- Provides legal advice and policy direction on a range of issues including employment, risk management, legislation, and litigation
External Legal Support / Assistance : provides legal guidance and assistance to key external stakeholders on policy and governance
- Maintains expert knowledge of research literature; monitors, promotes and disseminates research on state, national and international trends in public education policy
- Serves as policy information source for the association and recommends, where appropriate, policy updates
- Maintains a strong understanding of the Code of Maryland Regulations (COMAR), the Blueprint for Maryland's Future Law and other education reform programs, laws, policies, procedures and regulations to assist with advocacy, planning and policy implementation guidance
- Establishes and strengthens partnerships with diverse stakeholders, organizations, as well as governmental education agencies to accomplish MABE's strategic goals
- Develops and maintains working relationships with appropriate persons or groups in the Maryland State Department of Education (MSDE), the State Board of Education (SBOE), Professional Standards and Teacher Education Board (PSTEB) and legislators on issues impacting policy and governance, and provides periodic updates, briefing, information and recommendations as appropriate
- Develops and disseminates sample policies
- Co-authors and co-edits the Maryland School Law Deskbook
Legal Services Association and MABE Committees : manages the Legal Services Association (LSA) and serves as liaison to MABE Committees
- Facilitates the development of LSA meeting agendas and follow-up activities
- Reports and summarizes the work of committees for the Board of Directors and MABE members
- Works with committee chairs to develop agendas and meeting notes for the Educational Equity, Policies and Procedures and Ad Hoc bylaws committees
- Provides materials and resources to members and member boards
Minimum Requirements :
Juris Doctorate Degree (required)
