GENERAL STATEMENT OF STUDIES

Provides strategic leadership, supervision, and development for the seven regional programs under the New Horizons Regional Education Centers organizational umbrella.

Oversees the entire regional program of six participating school divisions, including : Career and Technical Education Center, Governor's School for Science and Technology, Newport Academy, Center for Autism, Center for Apprenticeship & Adult Training, Youth Workforce Center, and the William and Mary Family Counseling Center.

The executive director is responsible for overseeing the day-to-day operations, including budget management, resource allocation, and ensuring that NHREC operates efficiently and effectively to support student learning.

SUPERVISION EXERCISED-EMPLOYEES

The Executive Director supervises all New Horizons Regional Education Centers employees, evaluating principals and other employees in accordance with the Code of Virginia and the Uniform Performance Standards.

SUPERVISION RECEIVED

Reports to the Chair of the Board of Trustees and the Superintendent of Record.

STUDENT RESPONSIBILITIES

Oversees the entire student population. Ensures direct reports monitor student achievement, program success, and safety for both staff and students.

GUIDELINES

Adheres to NHREC directives, policies, procedures, departmental, and school or center guidelines.

CONTACTS-EXTERNAL

External contacts could include various community members, industry leaders, board members, local and state elected officials, and division superintendents from the six participating divisions.

CONTACTS-INTERNAL

School administration, faculty, support personnel, students, parents, and office staff.

ESSENTIAL FUNCTIONS (May not include all duties performed)

  • Leads the vision, implementation, and coordination of all regional programs.
  • Manages the entire budget for NHREC. Must be able to develop, administer, and supervise the overall organizational budget consistent with instructional and administrative goals.
  • Creates innovative initiatives that include research on trends, opportunities, and possible threats that support the organizational strategic plan.
  • Delivers ongoing developments and implementations to support effective instructional programs consistent with the goals and objectives of participating school divisions.
  • Provides advice and updates to the Superintendent of Record and Board of Trustees on a regular basis. Ensures the Board is informed of the effectiveness, needs, and successes of NHREC.

Creates all board agendas for Board of Trustees meetings.

Responsible for the overall financial planning of NHREC and for the preparation of the annual budget. The budget is developed in conjunction with the NHREC leadership team and the school divisions that support the Center.

Submits the proposed budget to the Board of Trustees for review and approval.

  • Establishes and maintains efficient procedures and effective controls for all expenditures of school funds in accordance with the adopted budget.
  • Evaluates and forecasts human capital needs. Participates as needed in recruitment, employment, assignment, and termination of all staff.
  • Coordinates the New Horizon Education Foundation, grant writing and management, planning the execution of the annual golf classic event, and supporting other center promotional initiatives.
  • Establishes individual performance improvement programs for staff as needed that stay consistent with the NHREC mission.
  • Provides assistance and consultation to participating division superintendents as needed.
  • Ensures buildings and grounds of NHREC are properly cared for, utilized properly and well sustained.
  • Identifies, plans, and manages capital improvement projects to ensure that facilities and infrastructure meet the evolving needs of NHREC programs.

Collaborates with stakeholders to prioritize capital needs, secure funding, and oversee the implementation of projects to enhance the learning environment and support program goals.

  • Seeks and participates in professional development opportunities that align with Center programs and educational developments that benefit NHREC.
  • Works with staff, participating school divisions, and the public to effectively maintain an appropriate and conducive learning environment.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to establish rapport and communicate effectively (orally and written) with all internal and external stakeholders.
  • Demonstrates effective organizational, financial, human relations, and communication skills.
  • Strong knowledge of instructional best practices and curriculum development to support effective teaching and learning across various programs.
  • Ability to analyze and utilize student achievement data to inform instructional decisions and improve program outcomes.
  • Experience in developing and implementing professional development programs for educators to enhance instructional quality.
  • Proficiency in managing operational aspects of educational programs, including budgeting, resource allocation, and facility management.
  • Skilled in strategic planning and execution to ensure alignment with organizational goals and objectives.
  • Capability to oversee and guide the development of capital improvement projects, ensuring that facilities and infrastructure support the evolving needs of the programs.
  • Proven ability to foster a collaborative work environment and build strong relationships with staff, students, parents, and community partners.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS

  • Master's Degree (Advanced Degree preferred)
  • Postgraduate Professional License - Administration and Supervision PreK-12
  • Minimum five years of secondary administrative-supervisory experience at the school principal level or above.
  • Possess experience in supervising specialized educational programs (such as career and technical, talented and gifted, adult education, and special education).
  • Must be knowledgeable of state and federal human resources laws and Virginia Department of Education procedures.

LICENSE / CERTIFICATION

  • Candidates must possess or be eligible for a Virginia Postgraduate Professional License with an Administration and Supervision K-12 endorsement.
  • Valid Virginia driver's license

PHYSICAL ATTRIBUTES

Must be able to remain in a stationary position at least 50% of the time.

  • Flexible work schedule includes evening and weekend hours. Must be available for meetings with community stakeholders.

EVALUATION

The performance of this job will be evaluated annually by the Superintendent of Record.
