SUMMARY

The primary purpose of this position is to assist the Housing Manager in either one or several of the Cambridge Housing Authority’s ( Authority or CHA) large developments.

Specific aspects of this position include managing tenant relations and assisting in the resolution of community problems.

All activities must support the Authority’s strategic goals and objectives and produce results that accomplish the goals of the Operations department.

Education and / or Experience

Bachelor’s Degree in business administration, public administration or a related field and a minimum of three years of housing program experience.

Must have valid Massachusetts driver’s license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.

Technical Skills

To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook).

Ability to learn other computer software programs may be required by assigned tasks.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and / or skills required.

  • Interviews prospective tenants to determine their housing needs and preferences; shows available units to prospective tenants for their inspection
  • Completes necessary rental forms when units have been accepted for occupancy; explains pertinent rules and regulations to tenants and answers their questions regarding rental of CHA properties
  • Assists the Housing Manager in the preparation of budget estimates, maintains financial inventory and other pertinent records, and assists in the annual re-determination process
  • Analyzes rent delinquency, unit turnover rates and other related subjects
  • Assists in the collection of delinquent rent and gathers preliminary data for use by the Housing Manager in the preparation of required reports
  • Prepares necessary reports under the direction of the Housing Manager
  • Visits tenants to resolve complaints and problems
  • Inspects units, the physical plant and buildings and grounds to determine maintenance needs; prepares and processes necessary work orders and follows up to ensure that work is completed satisfactorily and expeditiously
  • Performs other related duties as assigned

Job Competencies

  • Knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in the CHA
  • Knowledge of HUD regulations pertaining to low-rent housing, as well as general landlord / tenant and fair housing laws
  • Knowledge of the principles, practices, methods and techniques of housing management
  • Knowledge of the problems encountered in the placement and maintenance of low income individuals and families in public housing
  • General knowledge of inspection methods and techniques as applicable to the conduct of inspections of residential properties to ensure their adequacy
  • Basic knowledge of principles and practices of procurement, budgeting and basic bookkeeping
  • Ability to read and interpret a variety of documents including budgets, leases, invoices, laws and regulations, instruction and procedure manuals
  • Ability to present ideas effectively, both orally and in writing
  • Strong language and communication skills
  • Ability to establish and maintain effective working relationships with employees, officials, suppliers and the general public
