Minimum Preparation for Work :

  • Graduation from an accredited college or university with a Bachelor's degree in Public Administration, Finance, Business Administration, Community Development, Economic Development, Urban / Regional Planning, or other closely related field.
  • Five (5) years of progressively responsible and pertinent experience in any combination of the following : Housing Development / Redevelopment, Commercial Development / Redevelopment, Real Estate Development, Economic Development and Community Development of which two (2) years much have been in a responsible project management or supervisory capacity.

Real Estate, affordable housing, and experience with Low Income Housing Tax Credit (LIHTC), historic preservation tax incentives and / or similar state and federal funding sources preferred

Combination of education, training, and / or work experience equal to or higher than the requirements listed above as determined by Human Resources.

Necessary Special Requirements :

Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.

Nature of Work :

This is an administrative professional position that assists with housing and economic development and community development tasks and projects as assigned, such as project management, marketing of community assets, fostering strategic partnerships, and promotion of the City of Pensacola as a desirable place for development.

This class is responsible for coordinating, promoting, implementing and managing CRA programs, projects and initiatives implemented pursuant to the City's adopted community redevelopment plans, authorized under Florida Statute, Chapter 163, Part III.

Employee serves as technical staff to the City of Pensacola Community Redevelopment Agency (CRA) to carry out the duties of the Agency.

In line with the Mayor's vision and under the direct supervision of the CRA Division Manager, through contributions to the City based on area of expertise, the position helps develop and implement the joint strategic vision for the City and CRA

Work is performed in accordance with pertinent state and municipal laws and ordinances. General direction is provided by the CRA Division Manager, but the position requires considerable independent judgement and initiative.

Performance is evaluated through observed and attained results.

Examples of Work :

  • Coordinates, implements, promotes, and manages projects, programs, and incentives identified under the City's adopted redevelopment plans.
  • Provides analysis and makes recommendations regarding affordable, attainable and market rate housing and commercial / mixed use developments and initiatives, including strategizing ways to finance and ensure viable and operationally sustainable development projects and preliminary underwriting analysis.
  • Creates strategies to foster new residential and commercial real estate development opportunities, to include implementation and dissemination of the Live Local Act.
  • Facilitates the implementation of housing, commercial and mixed-use development projects and programs, including site selection, due diligence, feasibility analysis, land assemblage, acquisition, site planning, solicitation for and selection of developers and project team, coordination with development partners to ensure sound finance structuring, timely permitting, construction and lease up (as applicable) and supervision of related contractual agreements such as real estate leases and development agreements.
  • Creates and leverages strategic partnerships with mission-aligned housing and development partners, including non-profit organizations and the development community.
  • Reviews and analyzes incentive applications and manages housing and development incentive programs according to industry best practices.
  • Monitors development trends and compiles and analyzes technical data and information related to housing and development.
  • Monitors, coordinates, and manages performance of tasks by developers, consultants, and outside agencies.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities :

  • Knowledge of residential and commercial real estate finance and development strategies.
  • Knowledge of housing incentives and programs such as the Florida Live Local Act.
  • Knowledge of the operation of local and state government as it applies to housing and development.
  • Skilled in planning, finance, communication and organization.
  • Ability to conduct research, data analysis and report writing.
  • Ability to work across various software programs, including project management software.
  • Ability to illustrate problem-solving and critical thinking skills in order to provide solutions.
  • Ability to focus, multi-task and meet deadlines in a high-pressure environment.
  • Ability to work well independently and in a collaborative team environment.
  • Ability to disseminate information to potential developers / community partners.
  • Ability to stay abreast of changes in the housing industry, including best practices and funding mechanisms.
  • Ability to communicate both orally and in writing, including public speaking.
  • Ability to work with other senior managers on cross-departmental projects.
  • Ability to manage complex projects effectively and through completion.
  • Ability to establish and maintain effective working relationships with senior leadership, government and community agencies, other employees, and the development community.
  • Ability to conduct efficient and effective meetings.
