The CDE Classifications and Pay Office is seeking a highly motivated and detail-oriented person to join our team. Under supervision of the Staff Services Manager I (SSM I) of the Classifications and Pay Office within the Human Resources Division (HRD), the Staff Services Analyst (SSA) provides personnel management support to California Department of Education (CDE) headquarters and State Special Schools staff at all levels, especially supervisors and managers.
The incumbent analyzes situations, conducts research, and interprets civil service laws and rules, memorandum of understanding (MOUs), policy memos, and hiring guidelines and presents options and recommendations to resolve issues.
Primary contacts also include the California Department of Human Resources (CalHR), State Personnel Board (SPB), CDE Labor Relations and Return to Work Office (LR), CDE Office of Equal Opportunity (OEO) and the CDE Budget Office.
- Hiring Process Under guidance of the SSM I, provide consultation and assistance to managers,supervisors, and HR liaisons at CDE headquarters and State Special Schools in interpreting and applying state civil service laws, rules, and related departmental policies and procedures pertaining to the classification, hiring, and selection process;
- review Personnel Request Forms (PR), justifications, organization charts, and duty statements from assigned programs to fill, transfer, establish, and reclass positions and determine if requested actions are appropriate to meet program needs while ensuring compliance with civil service laws and rules;
- analyze and conduct application reviews to ensure candidates meet the minimum qualifications for appointment. Determine if applicants have eligibility for appointment by way of list appointment, transfer, reinstatement, visiting educator agreement, or other means of appointment in accordance with the CalHR and SPB rules and regulations prior to authorizing final commitments;
assist the Office of Equal Opportunity with ensuring a discrimination-free hiring process.

Working Conditions
TELEWORK OPTION
Hybrid : This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California.
A hybrid telework schedule includes working remotely and physically reporting to the office.
